      On Effect- The ninja guy in question *can* make matter. The point of contention is he isn't remotely in Galactus scale. His ability is described and requires power to work and he has finite power. One character in poetic fashion said could either make 'everything' or 'many things' depending on the translation (the latter being what the official uses), Effect has chosen to believe this makes him omnipotent.
