I've been trying (off and on) to track that source down since 2003-2004. Any idea where it comes from? The earliest instance I've been able to find is the HFY thread in the 4chan archives, from 2008

Sir, your signature is formatted in such a manner that it takes up an excessive amount of vertical space. This is, to the best of my knowledge and recall, in defiance of not only prevailing practice and etiquette but possibly also SB.com rules and regulations regarding signature length, though I have been unable to verify. Kindly consider adjusting your signature length and composition, at the very least I implore you to remove the extra spacing between lines in your signature quote, or I shall feel obliged to report your signature to the Moderati for forcible adjustment.
