Dreamstate was a one shot story designed to show what happened if the Vorlons got into it and what would happen if Genesis would be used as a weapon. The consequences of the dream is what will be seen in ATV proper. So that is complete ( a sort of what if...)

If you are referring to ATV then yes, the genetic manipulation will be found and some corrections added. So far only the Minbari have really been genetically manipulated to a point where there is ongoing sterility. In AIB the correction is already being made. The Drakh in ATV will NOT interfere as the Shadows have made it very clear to leave the Feds and etc alone. In AIB something else is going on with the Drakh which you will see very soon. AG
