Depends on the size, a small outpost is three months then the larger ones take a month longer even larger ones would take two months longer.

A starbase will take a year an outpost is only a few months

Yes it would take a year but you have being there 15 months so you have time to build a star base and research center

I just did my last GM post so no time at all you could of built both stations over the 8 month time skip we just had but you wouldn't of being able to build any new ships aside from maybe a few runabouts.
