Well, if the story is about the tauri being a galactic power, Amann's Empire is an expansionist one. He is always a grey morality character. Always. For every good action he does, he does an evil one.

I would assume Amann Adar would try to form his Empire. He would actually make an interesting villain if the first chapter is anything to go by. Earth wank lol
