Tertius Syndicate
Worlds: Tertius System: Tertius (Corsairs) - Major World (Class-M), 2.2 Billion Matina (Junkers) - Minor World (Class-L), 5.5 Billion Cardamia (Outcasts) - Major World (Class-L), 1 Billion Elora System: Elora - Major World (Class-M), 4.2 Billion 74 Orionis System: 74 Orionis - Major World (Class-M), 7.2 Billion Hellion Belt (Asteroid Belt/Comet Cloud) - A dense belt of a large number of fast flying asteroids forms a ring around the solar system, with Matina being the closest planetary body to the belt. The belt stretches into an oval shape, passing into a medium-sized comet cloud full of minable ice particles and solid gasses. A number of small bases and outposts are stationed here. Due to the large amount of comets, traveling through the cloud is dangerous. The asteroids passing through the cloud occasionally knock a comet into the system, where the Junkers would intercept it and draw into their planet's orbit for mining. The Hellion Belt can be mined for Tritanium, H3, and Water. Government: Consociational state People: Humans, Cardassians, Near-Humans, the occasional Klingon, Vulcan, or Romulan. Leaders: Lord Vre, Outcast. History: Sometime during the first Federation-Klingon War, a small number of colonists were independently launched to the Tertius System, about month away from the to be Maquis's position in the Cardassian DMZ. The Colony Ship contained about six hundred settlers. Two hundred were dropped off to Tertius, a large lush M-Class Planet with what sensors could find were modest deposits of resources that would aid with their settling. A pair of Class L Arid Planets were found as well, though lacking in mine-able resources, two hundred more were settled onto them, with Matina being a large calm world covered with over ninety percent water and Cardamina being slightly arid with large plateaus and plains and very little water. The section that would be known as the Junkers took the majority of the Colony Ship's parts to build a city on Matina, a series of island-based towns and a number of floating cities. Tertius needed little help building it's own cities and flourished in the lush planet. Cardamina received the remaining parts from the colony ship and found that while arid, the majority of the planet was quite good for farming. In a few dozen generations, the systems were launching Warp-Capable Ships, quite happily forgotten the Federation and their wars and such. They maintained a modest fleet of old Steamrunners for protection, given to them by bargain from the Federation, who had apparently not forgotten them. These ships would prove to be disastrously useless in the coming wars. Cardamine was soon discovered by the Outcasts, who were shunned by the Federation for their heavy drug use. An Oberth-Class Research Vessel took it's time collecting data on the narcotic, before concluding that the colonists on Cardamina were lost to them and should be isolated to prevent the drug and their addled inhabitants from spreading. The Corsairs and Junkers protested this, but were ultimately unable to prevent the Federation from officially blockading one of their sister planets. Tensions arose as they threatened with force upon the Oberth and two frigates that were assigned to blockading Cardamina. The Steamrunners were no match for the frigates, what with their new and updated systems and weapons. What solved the situation was the immediate recalling of those warships to what would go down as the worst defeats in history; Wolf 359. While the Borg were destroyed, the citizens of the Tertius System declared independence from the Federation and refused to reconcile with them. The matter was dropped and forgotten what with more pressing matters, such as the Borg. During that year, dozens of alien refugees and wanderers settled on the planets, looking for a new life. Numerous disgruntled Klingons made their way to Tertius, looking for adventure, bringing with them a number of Klingon vessels. A large number of Ferengi dealt with the Junkers and the Outcasts in both Slave, Scrap, and Drug trades. Several years later, the Maquis came into power to battle the Cardassians. Intrigued, the Tertius lent their support by shipping weapons to the angry colonies. The Maquis's defeats caused them dismay as the Cardassians destroyed every single colony with their presence on it. Angry that the Federation did nothing to prevent it, they condemned them for their inaction. The Dominion War did not improve matters for them. Recognizing the former colony for what it was, a small Breen battlegroup entered, defeated their defense force, and occupied them. Their interest in Cardamine and apparent disinterest on actually occupying them actually warmed relations between them and the Dominion, whom they petitioned to join. The petition was never answered, though the Dominion did send some soldiers to possibly train them for war, the Breen decided that occupying the system was simply not worth it. Neutral relations with the Breen were sound, even as they bought a large shipment of Cardamine and left. During the Dominion War, Junkers scoured the battlefields looking for scrap. Several large warships were scraped together for proper warships. Mainly Federation and Klingon warships were scraped together with much difficulty. When the Dominion activated their final superweapon, many of Tertius were stranded in space, having been in mid-warp with cargo holds full of scrap and slaves. Luckily most of them were heading home, and were only about a few years away. Having lost contact with the Federation, riots and crime rates soared. The Drug trade with nearby systems increased tenfold. Piracy practically became a business overnight. Slave and weapons trade with nearby colonies were common. When whatever damage was done to the spatial rift was repaired, the Tertius's profits in Cardamine increased dozens over. Their formerly Non-Warp capable ships suddenly jumped high into overdrive, bring their trades into full drive, corrupting other systems quickly. Contact with former Federation systems told the the story of the fall of many large empires, resulting in a large number of squabbling systems. The Maquis had re-risen again and sought their assistance, which the newly renamed Syndicate happily supplied in bulk. With their hands in a free rein, the Syndicate quickly consolidated their power and prepared to force their way to being a top dog, by any means necessary. Their eyes are now on the variously weakened Orion Syndicate Cartels, each independent cartel weakened by the hardships of the rift's effects. ----------------------- Subfactions: There are three main subfactions within the Syndicate, all of whom are defined for their roles in the Syndicate. Corsair: The military arm of the Syndicate, they control most of the fleets and warships. They are trusted to defend the the Syndicate and their allies with honor and integrity. Corsairs rarely, if ever, smoke, inhale, or chew Cardamine as it grows poorly on their continent. Often noted for their ruthlessness, they are fearsome in combat. The Corsairs have a longstanding rivalry with the Outcasts. Cardissians, Humans, and Klingons make up the majority of the Corsairs. They make up 35% of the Terius Syndicate. Outcasts: The traders of the Syndicate, they were the first to discover Cardamine's narcotic usages. Being longlived, healthy, and consistently clever, they ship drugs, arms, and slaves around the Quadrant. Their source of longevity comes from the orange grass that grows everywhere on the planet, where properly distilled becomes a highly addictive narcotic. Eventually the Outcasts -- as they came to think of themselves -- began limited exploration of their system. As pilots wandered farther and farther afield in search of resources, many became seriously ill. Upon planetfall, the crews mysteriously recovered. Doctors were baffled. Research into this phenomenon brought out the unpleasant truth, the entire population of the planet were addicted to the drug. Trace amounts were present in everything on their planet, from the air they breathed to the water they drank. Once pilots made lengthier journeys away from Cardamia, their bodies went into shock, followed by death. They needed the Cardamine now, like air or food or water. But with the origin of the sickness solved, they could at least compensate by carrying supplies of Cardamine with them and resume their exploration of their surrounding systems. Near-Humans, Vulcans, Romulans, and the occasional Ferengi make up the majority of the Outcasts. The Outcasts remain relatively few in number; a crash in the birth rate seems to have been another side effect of their addiction. Thanks to this, they make up 20% of the Syndicate. Junkers: The last faction of the Syndicate aren't actually part of them. Where there’s junk, there are the Junkers. They’ve been around since the earliest days of the Warp Travel. Descended from the working classes, they developed within the local systems as a sort of necessary evil, handling the dirty work that no one else would. They do well salvaging valuable materials from the ever-increasing debris fields throughout the Quadrant, having done particularly well for themselves during the Dominion War. The group is made up of Humans, Near-Humans, Vulcans, and the occasional Ferengi, about 45% of the Syndicate. Resources: Scrap, weapons, slaves, narcotics, Tritanium. Cardamine: Cardamine is an addictive drug that is declared contraband by all the major powers. Cardamine is produced by the Outcasts, who reside within a continent on Terius. Upon colonizing the planet, the group on that continent discovered a strange Orange grass that completely covered the continent. They thought nothing of it, until Outcast pilots who left the system unexpectedly began experiencing withdrawal symptoms. Closer examination of the pilots' blood revealed that their need for the the strange orange grass now called Cardamine (pronounced Car-da-mine, not car-da-mean) had become permanent. The outcasts soon discovered, however, that the body did not build a tolerance for the drug, so they distilled the plant into a form that could be easily inhaled to prevent their pilots from crashing due to withdrawal. Many outcasts on bases can be seen wearing their distinctive Cardamine inhalers, constantly feeding them with their fix for the drug. Aside from being incredibly addictive, Cardamine does boast several benefits, such as increased stamina, stronger immune systems and a slight boost in healing. The main advantage is a dramatically extended lifespan, elderly outcasts easily push 150 years. Drawbacks include low birthrates, possibly due to the low egg/semen counts from prolonged usage. This has lead other groups to begin experimenting with the substance in an attempt to produce new longevity drugs. Outcasts have a more cynical view of the drug, using it to imprison various criminal groups to their supply lines and manipulate them to their own advantage. Groups already caught in the net of the Syndacite's addictive orange weed include a rogue Changeling, and the large amount of various other species. ----------------------- Military Thanks to the Junker's engineering skills, supplies of salvage, and large numbers; the Corsair's military backgrounds; and the Outcast's monies, the majority of the warships within the Syndicate are more often than not simply large hybrids and partially cannibalized ships. Many of the ships are of Klingon or Federation make, with swapping of weapons to increase each ship's versatility in the face of danger. Shipyards: 2 Federation 500m Shipyard 2 Klingon 350m Shipyard Army The Syndicate doesn't actually have an army to boast of, at least not an official one. Each of the three sects of the Tertius Syndicate have their own militias, military doctrine, and types of training. Junkers manufacture or repair what weapons they can steal. The most common sidearms for the militias are Type-II Phasers and Particle Beam Rifles, and CRM 114s against armored vehicles. Designed by the Corsairs, they employ a large amount of armored vehicles, including a large tank with a Type-VI Phaser replacing it's turret. Some variants included maritime ships armed with similar weapons, including Phase Cannons and even torpedoes. Corsairs make heavy use of elite fighter squadrons and soldiers armed with pistols and even TR-116 rifles. The solar system was badly battered by a suicide attack carried out by a Dominion fleet shortly before the subspace weapon was triggered. Much of the system's orbital/space infrastructure is gone, including most of the old shipyards and many of the defensive installations. Paris is a massive crater in the ground, and San Fransisco isn't much better off. Space Dock 1 had to be almost completely rebuilt from scratch. Over a billion people died in that last attack and only now thirty years later is Earth beginning to fully recover. It's people are determined to rebuild the Federation and prevent any such tragedy from occurring again. Maquis Alliance Stellar Navy The Maquis Alliance Stellar Navy utillizes Federation ship designs, from the newer designs such as the Sabre or the most powerful ship in the MASN, the MAS Eddington, a Sovereign class battleship, to the much older Ambassador or the Freedom class vessels. At the start the navy was composed around a core of veterans from the Starfleet and a sprinkling of Maquis remnants. Providing a solid core around which to mould inexperienced recruits. The navy is highly trained and competent, though most of the heavier vessels are older designs, hopefully in the coming years new designs are able to be made to replace the older ships. As the ground arm of the MAAF the army has the responsibility over anything within the atmasphere of Maquis Alliance worlds, the army maintains several squadrons of combat shuttles and a few Maquis Raiders. It also has combat vehicles armed with phasers and photon torpedo launchers, and several tanks. Hovercraft with shields and heavily armored and armed. The Maquis Alliance Army relies on hit and run/fade and flanking tactics and a outgrowth of the armored tactics used centuries earlier. Its army is equiped accordingly. heavily armed and swift APCs backed up by shuttles and tanks. Background: Dominion War Refugees, Maquis remnant, indivisualist settlers, nationalist settlers from North America and western Europe. History: Setlik system contained a Federation colony, which was viciously attacked during the Cardassian-Federation war. The “Setlik Massacre” as the attack came to be called, was devastating to the colony. It barely recovered by the time of the Dominion war. Due to its little importance to the belligerents Setlik did not suffer much even though it was right in the demilitarized zone between the Federation and the Cardassians. Instead refugees poured in from nearby systems that were more important, and the occasional raids were launched by the Dominion in order to recon the system, Setlik was not occupied as the Dominion had better things to devote its military on rather then a single refugee system. As a result some of the remnants of the Maquis also came to be in the Setlik system by the time the Dominion war was over. Setlik’s population was not idle during the war. Within the asteroid field three of the asteroids were hollowed out and turned into bases and then later, with the influence of the Maquis remnant, shipyards. The war ended, and with it heralded an era of silence through the Alpha and Beta quadrants. Setlik’s citizens never forgot the lessons of the war, they could not rely on a Federation which gave its colonies to aggressors. It could not rely on a fleet that was geared toward peace. It could only rely on itself, and so a new nation was formed. Based on the ideals of the Federation, the freedoms and rights of all sentient beings, and the pragmatism and realism of those who live out in the frontier. The nation was named the Maquis Alliance, after those who had fought for their homes and livelihood after the Federation had abandoned them. During the isolation the Maquis Alliance began a massive reconstruction/armament program, drawing from the refugee population infrastructure was improved on Setlik III, and Setlik II was colonized. Refugee ships which mounted weapons were cannibalized to make makeshift weapons platforms around important areas of the system. The Maquis Alliance Fleet is comprised of a few Starfleet vessels and system defense vessels. The newly christened Maquis Alliance also started a universal conscription. Number of Major Systems: 9 Government: Military Oligarchy Leader: Lord Protector Carlos Rochina (Formerly Captain Rochina of Starfleet Intelligence) Species: 40% Human, 40% Andorian, 15% Romulan, 5% Other When the subspace distortion hit, Captain Rochina was discussing matters with the Andorian commander of the Castor defenses, Captain Lina Verran, and his friend Admiral Procius of the Romulan Star Empire, who was taking a task group to the front lines. Acting decisively, they managed to dock the ships with vernier thrusters and evacuate the station. It helped that Lina had risen through the ranks as an Engineering officer, and several of Rochina's marines had slugthrowers. When they arrived on the planet, there was chaos. Rochina and Lina managed to pull together some order, and established martial law. They never left power, though they do allow local areas self government and have an elected council to handle trivial matters. As their rule is largely fair, they have only minor opposition. Procius has been known to comment that the Protectorate is somewhat like the Federation would have been with Romulan guidance rather than Vulcans, but Rochina has no comment. With the return of subspace, Rochina has set his eyes upon Baku. While this will bring him into conflict with the Son'a remnants, it is the actual fountain of youth. Additionally, he and Procius plan to bring in new Romulan colonists and military personnel. With the discovery of two neighboring successor states, Rochina has shifted his focus to expanding away from the two powers and trying to work with them. The idealistic Polarisans probably despise his regime, and who knows what plans the sinister Syndicate holds? Now, with the Xindi threat arising after centuries, it falls to the Protectorate and a few of its rivals to hold the line against them. The fleet has been marshaled up, and the Protectorate has gone to war. This was the first fully functioning space station in the system, but there are numerous other stations now, including a supply depot located on an asteroid-like moon. The recently completed orbital defense grid is now operational. At that time Polarisa Minor voted to allow a Klingon colony on the then mostly uninhabited southern island continent as a sign of good faith. The Dominion would largely bypass them after destroying several of the outer moon colonies to stab directly at the Klingon Empire due to their radiation field masking their inner settlements. The subspace disaster isolated a minor but resource rich planet. In the interim they renamed several of the planets finding the original Federation designations a bit bland. Economy: Neo-socialist free market (Government owns parts of industry and infrastructure but it’s partially managed by an outside companies to encourage competition for best products.) -GDP: 15 trillion Credits -Products: Tritanium, Dilithium, Duranium, Grain, and Tritium (H3). -Unique: Polarisa is a hidden gold mine in Dilithium as rare naturally forming matrices caused Polaris IV to have a major tectonic shift that led to it exploding nearly five millennia ago. This same explosion has formed a natural barrier to ships running long range scans and communications. Military Being close to the Klingon Neutral Zone most of it's life, Polarisa often had patrols running through the sector. With the Khitomer Accords and new warp technology eliminating the constant need for new dilithium it's importance faded to local patrols for pirates and smuggler's. The Klingon Empire had always considered the Tuj’chol colony on Polaris Minor an embarrassment to any warrior's honor so only outcasts and the so called weak and feeble came. As they were still considered citizens of the Empire token forces would patrol the system. It was considered punishment duty as they would spend months doing nothing while the Federation thinned their blood with their pleasant talk and bland food. Thus an older model B’rel class cruiser was on station even though the Empire was engaged in glorious battle against the Dominion light years away, something that added resentment towards the colony. In order to maintain the security of the Empire in this situation, forces from the various Klingon Houses were conscripted to replace the Defense forces internal patrols. The House of Ar’gh was assigned to the region of Ty’Gokor, the headquarters of the Defense Forces, on such anti-piracy patrols. The bulk of the Imperial forces in system had been dispatched in order to intercept a deep strike by a combined Breen/Dominion fleet on the system when the Subspace disruption hit cutting Ty’Gokor off from the rest of the Empire. Seeing an opportunity Heg, leader of House Ar’gh, instigated a rebellion against the remaining IDF units in the system and placed himself as the First Chancellor of the new Bladehost of Ty’Gokor. Things of Note: Ty’Gokor was the center of the Defense Forces containing many important facilities and is protected by both an asteroid belt and defense net along with one of the most powerful anti-cloak Tachyon detection arrays in the Empire.

Government: Absolute Monarchy Attitude: Proud, Self Assured Archetype: Space Ninjas Leader: Emperor Selek History: Formed out of the ashes of the Romulan Empire by a young but progressive military leader, the Imperial Romulan Ascendancy represents the best hopes and dreams of the people of Romulus and its companion planet Remus. While heavily invested in the Dominion War, the Empire was also working on a number of sociological and diplomatic projects- one of which was the reunification movement. Immediately preceding the Disruption Event, there had been a conference held on Romulus for the movement, which included a number of notable figures. Trapped far from home, and with their government in shambles, those accidental refugees worked with what remained of the military to rebuild. It was during this process that the Reman uprising occured, and a terse peace was negotiated with the aid of a human who spoke for those misunderstood people. Calling himself Jean, he spoke with a wise voice and a wiser heart, and paved the way for a new empire, one that would gather strength to itself rather then confusion and mistrust. While by their very heritage Romulans were not a trusting people, the War had changed much, and trampled over much of what they had assumed about the galaxy at large. And so they changed. A strong leader was decided by ancient rote, a council of elders whom would pick the next Imperial leader- a relic of ages gone by. However, their choice was to many, radical. Indeed, it was decided that perhaps their choice was too radical- that the public would not accept the logical outcome, nor the one that emotion said was right. So they did what the Romulans of the past had done best- they deceived. Emperor Selek was a sharp man with a keen wit, but he was also a virtual unknown to the court. His edicts were fair and his policies far from what the people were used to, but they were nevertheless broadly accepted. During his rare public outings, his people saw little of him, but heard even less, for he was a quiet man. Rather, his life-partner, the Lady Donatra would speak for him. Technically Empress, she nevertheless had remained a part of the military, to lead it into this bold new future she had helped forge. And, with the changes to their culture well in hand, Emperor Selek began what some referred to as the Reunified Dynasty- for though it was not strictly known as such, many speculated that Emperor Selek was Vulcan. It is amazing, however, what thirty years can do to what had once been a stigma- Reunification had happened. Though the main Vulcan worlds were many lightyears distant, there was a sizable Vulcan presence among the populace- a presence that no longer had to hide for fear of discovery and death. Once again children play in the streets and people talk freely- their once suppressed culture is unfolding to the new era, and with the recent stabilization of subspace, it is finally able to bring its enlightenment to those worlds once under its protection and security. However, it would not be wise to think this Ascendancy soft- for it is nothing of the sort. While cultural changes are ongoing, Emperor Selek still rules with a sure, logical fist. Though far more open today then at any point in their history, the Emperor knows that the people would not accept the truth without even greater changes, changes which, above all, take time. Moreover, while the state of surrounding systems is generally unknown it is expected that they would not bow and scrape to a... federation presence. Old wounds are hard to heal, and while a new generation has taken the military by storm, one cannot make any assumptions about the fractured remnants of the previous age. To do so would be... illogical. The Talarians, a violent and xenophobic species caught between two rival powers, had never had an easy time. True, their hostility to the Federation endeared them enough to the Cardassians that they allowed them free trade through the Union. But it was generally thought that they would be joining the Union in due time, so let them be for now.
The Holdfast knew it’s predicament. Knew, that despite rigorous training and a large force of warships, they did not possess anything near technological parity with either of these powers. They would be crushed without SOME means of fighting back. In 2370, a means was found. A lone starship, alien in construction, was brought out of the depths of a gas giant on the southern edge of Talarian space. It was neither Federation nor Cardassian, Discreet inquiries by their merchants revealed the name of it’s builders-The Children of Tama. The ships was studied by their best minds, crude copies of it’s subspace distortion nets were adapted to fit their own ships. Powerful devices which would jam and distort subspace systems when brought to bear on the enemy. Still, these would not be enough. To make use of these new systems, to learn all that could be brought from them, help would be needed. In 2372, Jono Rossa, son of Endar, was asked to extend an offer to the Federation. In exchange for technical advisors and researchers, the Holdfast would allow Federation ships to traverse Talarian space. It was an opportunity the Federation could not pass up. The Cold War with the Dominion and the Cardassians was going to heat up and the Federation could use all the allies it could get, especially those with battle-hardened and disciplined captains on the border of their enemy. A Federation Enclave was established in the Talar system only weeks before the war began. The Talarians protested the start of the war, so soon after the treaty was signed, and withdrew their permission for Star Fleet ships to move through their space. They held the researchers and personnel on the Enclave as hostages to ensure their ‘sovereignty’ and declared their neutrality in the war. This state of affairs held until 2375, when a fleet of Federation and Imperial Klingon ships was dispatched to force the issue. They were on their way, as was a countering Dominion force, when the Founders ultimate weapon was used. Both forces would trickle in over the years, the Federation and Klingon ships were generally welcomed, given the circumstances. Dominion forces had successfully forced a beachhead at one of Talar’s outer planets and would harass the system for the next 25 years. Capital Planet: Talar IV Capital City:Liles City Leader: Ovar’Li Endar Government: Patriarchal Aristocracy- The six clan leaders elect one of their number to lead them, usually on the basis of his skill in battle. The Matriarch- representing Talarian women and their various interests in society holds no vote but is a member of the council in an advisory capacity. Men are expected to fight, build, farm, captain ships, and mine to provide for their sons and the women on the clan. Women administer the civil functions of government and trade, render medical treatment, and engage in scientific research. And, of course, have children. Future Intentions: Endar intends for his people to take an increased interest in the affairs of the galaxy and has been shaping the ways and means of his people to do so. He will look to re-establish the trade ships under the Talarian flag became known for, capitalizing on their reputation for reliability and honesty. (Secret: The moon and gas giant together have all the necessary compounds to make Ketrecel White.) Talarian ships have generally only been able to fight their more powerful neighbors by guile and subterfuge. With the recent addition of power subspace distortion nets and other technologies crafted from the study of a derelict Tamarian ship, they may find themselves in a improved position when the Galaxy is open once more. Interstellar Concordium

Major Systems: Campaign HQ: Bellatrix Shipyards: 1x 300 m 1x 600 m 2x 800 m History: The ISC is a multispecies organization comprised of over sixty races but dominated by six. Finding war to be uncivilized, unprofitable, and harmful to the psyche (most of the Concordium's races are telepathic), the ISC is founded on the principle of nonviolence and peace "at any cost and through any means." They have no compunction about intervening in even the smallest conflicts between factions, races or empires. They were founded by the six major races of the home sector. Having discovered each other and decided to prosper together, they drafted a Declaration of Ideals of “peace, order, and good government.” They spread throughout space, incorporating other races, colonizing worlds, and protecting pre-warp races before inviting them into the Concordium once they mastered interstellar travel. Located near both the Gorn Federation and the Klingon Empire, the ISC first met their powerful neighbors during a border conflict between the two. Shocked that spacefaring, warp-capable races would stoop to such barbarity, the ISC withdrew and began a crash course in establishing a military naval infrastructure. Believing that the warlike could not be talked to, they developed their own tactics in battle simulators, establishing an integral tactical doctrine even before their first warships were built. Eventually after amassing a considerable peacekeeping fleet, the ISC engaged the two races in a minor war that was ended not because the Concordium had taught them to value peace, but because both the Gorn and the Klingons realized that it was too much trouble to continue war- at least, not with two enemies at once. The former belligerents withdrew and a dour ceasefire reigned, enthusiastically maintained by the ISC but secretly the two empires continued to duke it out secretly. The Concordium then went on to wage numerous unsuccessful wars against the Orion Pirate cartels, believing that piracy had no place in civilized society. As the ISC explored beyond the Beta Quadrant and met more races, they were distraught to learn that almost all of them continued to wage war despite having achieved space travel. The Interstellar Concordium once met the United Federation of Planets, but both sides had left the meeting vaguely disappointed and suspicious of the other. The ISC secretly withdrew to their borders and broadened their war capabilities, realizing that none of the species they met were sane enough to prevent war. They made plans to forcibly pacify the rest of known space. The proposed Pacification Campaign was put on hold with the outbreak of the Dominion War. The ISC realized they would be outgunned in the face of the Dominion, and instead sought to secretly back the invaders. They believed that despite their barbaric nature, the Changelings did, in fact, share common ideals with the Concordium. And so they sent secret missions to supply the Dominion with weapons or intelligence on its enemies until the end. Just as they dispatched the 1st through 8th Peacekeeping Echelons to the Alpha and Gamma Quadrants, the Founders unleashed their doomsday device, stranding the ISC expeditionary forces far from home sector. Overnight several member races of the Concordium revolted. The dark underside of the ISC- the lack of respect for individual or cultural rights that violate their Declaration of Ideals, the dictatorial oligarchic nature of their supposed democracy, the invasive and restrictive nature of ISC justice through telepathic investigation, and most of all the dominant races' obsession on spreading peace throughout the galaxy all led to many species breaking away. Though loyalist forces eventually subdued the revolts in each system, they were ultimately cut off from Veltrassa and the home sector. The ISC was kept whole- but in dozens of disconnected pieces. In the end, the ISC, which once encompassed 200 settled worlds, dwindled to one system. After years, the ISC has managed to forge itself back together, but only partially. Home sector, located far beyond the Metron Consortium away from the Federation and its neighbors, is still suffering and capable of only limited support for ISC expeditionary forces. However, their ships have always been designed for long-distance exploration. Remaining loyalist forces have traveled to Bellatrix and established a beachhead for their new campaign. Now that subspace is again whole and warp travel made possible, the Interstellar Concordium once more launches into space, bent on recapturing its former empire and finishing its self-appointed peacekeeping mission to end warfare forever once and for all. Beta Geminorum System (3.14 Billion) - [u]Pollux IV/[u]: (47 Million) One of two Class M planets in the Pollux system. Unremarkable and uninhabited until 2267 when USS Enterprise visited the system. When the USS Venture arrived six years later it was found to have sizable deposits of Tritanium on Polarisa Prime and pockets of Dilithium in the Scattered Fields. Polarisa minor became the bread basket and the system grew from an outpost to important resource sector. This brought Klingon interests into the system which simmered for decades until the Federation made peace in the Khitomer accords. At that time Polarisa Minor voted to allow a Klingon colony on the then mostly uninhabited southern island continent as a sign of good faith. The Dominion would largely bypass them after destroying several of the outer moon colonies to stab directly at the Klingon Empire due to their radiation field masking their inner settlements. The subspace disaster isolated a minor but resource rich planet. In the interim they renamed several of the planets finding the original Federation designations a bit bland. Economy: Neo-socialist free market (Government owns parts of industry and infrastructure but it’s partially managed by an outside companies to encourage competition for best products.) -GDP: 30.3 trillion Credits -Products: Tritanium, Dilithium, Duranium, Grain, and Tritium (H3). -Unique: Polarisa is a hidden gold mine in Dilithium as rare naturally forming matrices caused Polaris IV to have a major tectonic shift that led to it exploding nearly five millennia ago. This same explosion has formed a natural barrier to ships running long range scans and communications. Military Being close to the Klingon Neutral Zone most of it's life, Polarisa often had patrols running through the sector. With the Khitomer Accords and new warp technology eliminating the constant need for new dilithium it's importance faded to local patrols for pirates and smuggler's. The Klingon Empire had always considered the Tuj’chol colony on Polaris Minor an embarrassment to any warriors honor so only outcasts and the so called weak and feeble came. As they were still considered citizens of the Empire token forces would patrol the system. It was considered punishment duty as they would spend months doing nothing while the Federation thinned their blood with their pleasant talk and bland food. Thus an older model B’rel class cruiser was on station even though the Empire was engaged in glorious battle against the Dominion light years away, something that added resentment towards the colony. For its size it has a high firepower rating and a moderate speed with a warp 4 cruise and warp 7.6 max. This is a escort/raider ship in fleets, system defense and boarder patrol ship, however unless present in numbers they are a minimal threat to anything larger than a cruiser. Its shields, based off those on the Saber class, are strong for the ships size, will only take a few hits from a modern Starship of Cruiser size or larger.

Confederacy of Sovereign Systems

Due to the large amount of comets, traveling through the cloud is dangerous. The asteroids passing through the cloud occasionally knock a comet into the system, where the Junkers would intercept it and draw into their planet's orbit for mining. The Hellion Belt can be mined for Tritanium, H3, and Water. Government: Consociational state People: Humans, Cardassians, Near-Humans, the occasional Klingon, Vulcan, or Romulan. Leaders: Lord Vre, Outcast. History: Sometime during the first Federation-Klingon War, a small number of colonists were independently launched to the Tertius System, about month away from the to be Maquis's position in the Cardassian DMZ. The Colony Ship contained about six hundred settlers. Two hundred were dropped off to Tertius, a large lush M-Class Planet with what sensors could find were modest deposits of resources that would aid with their settling. A pair of Class L Arid Planets were found as well, though lacking in mine-able resources, two hundred more were settled onto them, with Matina being a large calm world covered with over ninety percent water and Cardamina being slightly arid with large plateaus and plains and very little water. The section that would be known as the Junkers took the majority of the Colony Ship's parts to build a city on Matina, a series of island-based towns and a number of floating cities. Tertius needed little help building it's own cities and flourished in the lush planet. Cardamina received the remaining parts from the colony ship and found that while arid, the majority of the planet was quite good for farming. In a few dozen generations, the systems were launching Warp-Capable Ships, quite happily forgotten the Federation and their wars and such. They maintained a modest fleet of old Steamrunners for protection, given to them by bargain from the Federation, who had apparently not forgotten them. These ships would prove to be disastrously useless in the coming wars. Cardamine was soon discovered by the Outcasts, who were shunned by the Federation for their heavy drug use. An Oberth-Class Research Vessel took it's time collecting data on the narcotic, before concluding that the colonists on Cardamina were lost to them and should be isolated to prevent the drug and their addled inhabitants from spreading. The Corsairs and Junkers protested this, but were ultimately unable to prevent the Federation from officially blockading one of their sister planets. Tensions arose as they threatened with force upon the Oberth and two frigates that were assigned to blockading Cardamina. The Steamrunners were no match for the frigates, what with their new and updated systems and weapons. What solved the situation was the immediate recalling of those warships to what would go down as the worst defeats in history; Wolf 359. While the Borg were destroyed, the citizens of the Tertius System declared independence from the Federation and refused to reconcile with them. The matter was dropped and forgotten what with more pressing matters, such as the Borg. During that year, dozens of alien refugees and wanderers settled on the planets, looking for a new life. Numerous disgruntled Klingons made their way to Tertius, looking for adventure, bringing with them a number of Klingon vessels. A large number of Ferengi dealt with the Junkers and the Outcasts in both Slave, Scrap, and Drug trades. Several years later, the Maquis came into power to battle the Cardassians. Intrigued, the Tertius lent their support by shipping weapons to the angry colonies. The Maquis's defeats caused them dismay as the Cardassians destroyed every single colony with their presence on it. Angry that the Federation did nothing to prevent it, they condemned them for their inaction. The Dominion War did not improve matters for them. Recognizing the former colony for what it was, a small Breen battlegroup entered, defeated their defense force, and occupied them. Their interest in Cardamine and apparent disinterest on actually occupying them actually warmed relations between them and the Dominion, whom they petitioned to join. The petition was never answered, though the Dominion did send some soldiers to possibly train them for war, the Breen decided that occupying the system was simply not worth it. Neutral relations with the Breen were sound, even as they bought a large shipment of Cardamine and left. During the Dominion War, Junkers scoured the battlefields looking for scrap. Several large warships were scraped together for proper warships. Mainly Federation and Klingon warships were scraped together with much difficulty. When the Dominion activated their final superweapon, many of Tertius were stranded in space, having been in mid-warp with cargo holds full of scrap and slaves. Luckily most of them were heading home, and were only about a few years away. Having lost contact with the Federation, riots and crime rates soared. The Drug trade with nearby systems increased tenfold. Piracy practically became a business overnight. Slave and weapons trade with nearby colonies were common. When whatever damage was done to the spatial rift was repaired, the Tertius's profits in Cardamine increased dozens over. Their formerly Non-Warp capable ships suddenly jumped high into overdrive, bring their trades into full drive, corrupting other systems quickly. Contact with former Federation systems told the the story of the fall of many large empires, resulting in a large number of squabbling systems. The Maquis had re-risen again and sought their assistance, which the newly renamed Syndicate happily supplied in bulk. With their hands in a free rein, the Syndicate quickly consolidated their power and prepared to force their way to being a top dog, by any means necessary. Their eyes are now on the variously weakened Orion Syndicate Cartels, each independent cartel weakened by the hardships of the rift's effects. Having defeated the nearest system and taken control of it, they expanded rapidly in their sector of the quadrant, pulling the nearby wealthy mining planet of Elora and a powerful Starbase near the border of what used to be Klingon space. Trade ties with other systems and bases boosted their stagnant economy greatly. Finding out they were bordering a similarly powerful entity, they renamed their syndicate to that of the Confederacy of Sovereign Systems. ----------------------- Subfactions: There are three main factions within the Confederacy, all of whom are defined for their roles in the nation. Corsair: The military arm of the Syndicate, they control most of the fleets and warships. They are trusted to defend the the Syndicate and their allies with honor and integrity. Corsairs rarely, if ever, smoke, inhale, or chew Cardamine as it grows poorly on their continent. Often noted for their ruthlessness, they are fearsome in combat. The Corsairs have a longstanding rivalry with the Outcasts. Cardissians, Humans, and Klingons make up the majority of the Corsairs. They make up 35% of the Confederacy. Outcasts: The traders and diplomats of the Confederacy, they were the first to discover Cardamine's narcotic usages. Being long lived, healthy, and consistently clever, they ship drugs, arms, and slaves around the Quadrant. Their source of longevity comes from the orange grass that grows everywhere on the planet, where properly distilled becomes a highly addictive narcotic. Eventually the Outcasts -- as they came to think of themselves -- began limited exploration of their system. As pilots wandered farther and farther afield in search of resources, many became seriously ill. Upon planetfall, the crews mysteriously recovered. Doctors were baffled. Research into this phenomenon brought out the unpleasant truth, the entire population of the planet were addicted to the drug. Cardamine: Cardamine is an addictive drug that is declared contraband by all the major powers. Cardamine is produced by the Outcasts, who reside within a continent on Cardamania. Upon colonizing the planet, the group on that continent discovered a strange Orange grass that completely covered the continent. They thought nothing of it, until Outcast pilots who left the system unexpectedly began experiencing withdrawal symptoms. Closer examination of the pilots' blood revealed that their need for the the strange orange grass now called Cardamine (pronounced Car-da-mine, not car-da-mean) had become permanent. The outcasts soon discovered, however, that the body did not build a tolerance for the drug, so they distilled the plant into a form that could be easily inhaled to prevent their pilots from crashing due to withdrawal. Many outcasts on bases can be seen wearing their distinctive Cardamine inhalers, constantly feeding them with their fix for the drug. Aside from being incredibly addictive, Cardamine does boast several benefits, such as increased stamina, stronger immune systems and a slight boost in healing. The main advantage is a dramatically extended lifespan, elderly outcasts easily push 150 years. Drawbacks include low birthrates, possibly due to the low egg/semen counts from prolonged usage. This has lead other groups to begin experimenting with the substance in an attempt to produce new longevity drugs. Outcasts have a more cynical view of the drug, using it to imprison various criminal groups to their supply lines and manipulate them to their own advantage. Groups already caught in the net of the Outcast's addictive orange weed include a rogue Changeling, and the large amount of various other species. ----------------------- Military Thanks to the Junker's engineering skills, supplies of salvage, and large numbers; the Corsair's military backgrounds; and the Outcast's monies, the majority of the warships within the Confederacy are more often than not simply large hybrids and partially cannibalized ships. Near-Humans, Vulcans, Romulans, and the occasional Ferengi make up the majority of the Outcasts. The Outcasts remain relatively few in number; a crash in the birth rate seems to have been another side effect of their addiction. Thanks to this, they make up 20% of the Confederacy. Junkers: The last faction of the Confederacy aren't actually part of them. Where there’s junk, there are the Junkers. They’ve been around since the earliest days of the Warp Travel. Descended from the working classes, they developed within the local systems as a sort of necessary evil, handling the dirty work that no one else would. They do well salvaging valuable materials from the ever-increasing debris fields throughout the Quadrant, having done particularly well for themselves during the Dominion War. The group is made up of Humans, Near-Humans, Vulcans, and the occasional Ferengi, about 45% of the Confederacy. Resources: Scrap, weapons, slaves, narcotics, Tritanium. Cardamine: Cardamine is an addictive drug that is declared contraband by all the major powers. Cardamine is produced by the Outcasts, who reside within a continent on Cardamania. Upon colonizing the planet, the group on that continent discovered a strange Orange grass that completely covered the continent. They thought nothing of it, until Outcast pilots who left the system unexpectedly began experiencing withdrawal symptoms. Closer examination of the pilots' blood revealed that their need for the the strange orange grass now called Cardamine (pronounced Car-da-mine, not car-da-mean) had become permanent. The outcasts soon discovered, however, that the body did not build a tolerance for the drug, so they distilled the plant into a form that could be easily inhaled to prevent their pilots from crashing due to withdrawal. Many outcasts on bases can be seen wearing their distinctive Cardamine inhalers, constantly feeding them with their fix for the drug. Aside from being incredibly addictive, Cardamine does boast several benefits, such as increased stamina, stronger immune systems and a slight boost in healing. The main advantage is a dramatically extended lifespan, elderly outcasts easily push 150 years. Drawbacks include low birthrates, possibly due to the low egg/semen counts from prolonged usage. This has lead other groups to begin experimenting with the substance in an attempt to produce new longevity drugs. Outcasts have a more cynical view of the drug, using it to imprison various criminal groups to their supply lines and manipulate them to their own advantage. Groups already caught in the net of the Outcast's addictive orange weed include a rogue Changeling, and the large amount of various other species. ----------------------- Military Thanks to the Junker's engineering skills, supplies of salvage, and large numbers; the Corsair's military backgrounds; and the Outcast's monies, the majority of the warships within the Confederacy are more often than not simply large hybrids and partially cannibalized ships. Many of the ships are of Klingon or Federation make, with swapping of weapons to increase each ship's versatility in the face of danger. Shipyards: 2 Federation 500m Shipyard 2 Klingon 350m Shipyard Army The Confederacy doesn't actually have an army to boast of, at least not an official one. Each member of the Confederacy each have their own militias, military doctrine, and types of training. Junkers manufacture or repair what weapons they can steal. The most common sidearms for the militias are Type-II Phasers and Particle Beam Rifles, and CRM 114s against armored vehicles. Designed by the Corsairs, they employ a large amount of armored vehicles, including a large tank with a Type-VI Phaser replacing it's turret. Some variants included maritime ships armed with similar weapons, including Phase Cannons and even torpedoes. Corsairs make heavy use of elite fighter squadrons and soldiers armed with pistols and even TR-116 rifles. Every five years each region (206 at present count) elects a Prefect or Governor. This body, known as the Prefect Assembly or just the Assembly, then acts as a lower house to purpose laws and bills and vote for 21 members to become to the Prefect Council. Due to a large amount of local polarizing radiation from the remains of the 4th planet it was named Polarisa. This same radiation made long range surveying difficult so a science vessel was called to investigate further. When the USS Venture arrived six years later it was found to have sizable deposits of Tritanium on Polarisa Prime and pockets of Dilithium in the Scattered Fields. Polarisa minor became the bread basket and the system grew from an outpost to important resource sector. This brought Klingon interests into the system which simmered for decades until the Federation made peace in the Khitomer accords. At that time Polarisa Minor voted to allow a Klingon colony on the then mostly uninhabited southern island continent as a sign of good faith. The Dominion would largely bypass them after destroying several of the outer moon colonies to stab directly at the Klingon Empire due to their radiation field masking their inner settlements. The subspace disaster isolated a minor but resource rich planet. In the interim they renamed several of the planets finding the original Federation designations a bit bland. Economy: Neo-socialist free market (Government owns parts of industry and infrastructure but it’s partially managed by an outside companies to encourage competition for best products.) -GDP: 32.9 Trillion Credits -Products: Tritanium, Dilithium, Duranium, Grain, and Tritium (H3). -Unique: Polarisa is a hidden gold mine in Dilithium as rare naturally forming matrices caused Polaris IV to have a major tectonic shift that led to it exploding nearly five millennia ago. This same explosion has formed a natural barrier to ships running long range scans and communications. Military Being close to the Klingon Neutral Zone most of its life, Polarisa often had patrols running through the sector. With the Khitomer Accords and new warp technology eliminating the constant need for new dilithium its importance faded to local patrols for pirates and smugglers. The Klingon Empire had always considered the Tuj’chol colony on Polaris Minor an embarrassment to any warriors honor so only outcasts and the so called weak and feeble came. As they were still considered citizens of the Empire token forces would patrol the system. It was considered punishment duty as they would spend months doing nothing while the Federation thinned their blood with their pleasant talk and bland food. Thus an older model B’rel class cruiser was on station even though the Empire was engaged in glorious battle against the Dominion light years away, something that added resentment towards the colony. For its size it has a high firepower rating and a moderate speed with a warp 4 cruise and warp 7.6 max. This is a escort/raider ship in fleets, system defense and boarder patrol ship, however unless present in numbers they are a minimal threat to anything larger than a cruiser. Its shields, based off those on the Saber class, are strong for the ships size, will only take a few hits from a modern Starship of Cruiser size or larger.

The air’s not very good for people but its dynamite for the crops. - Polarisa Prime/Nyx (9.8 Billion): Class M Planet that holds a majority of the systems inhabitants. It has three moons called Nemesis, Eris and Nike. Only Nemesis and Nike are colonized. Eris for all intensive purposes is an ice comet somehow caught in retrograde orbit. - Scattered Fields: A series of asteroids belts caused by the disruption of Polaris V’s formation and the unexplained explosion of Polarisa IV. Polarisa Nova sits between the two belts. It gets its name from the ionizing radiation the planetary debris still gives off scattering sensor sweeps. - Nova Polarisa: Class D planetoid that is the remnants of the Class M planet Polarisa IV that exploded 4,500 years ago. - Polarisa VI/Erebus (250 Million): Class J Gas Giant with seven major moons and 31 minor ones with a double ring system. Zeta Fornacis System (1.2 Billion) - Zeta Fornacis IV: Class M planet in a system of 11 planets that acted as a minor trading outpost before the war. Tellun System (3.54 Billion) - Elas: (1.3 Billion) Class M planet in the Tellun system rich in dilithium crystals called Radans by the natives. - Troyius: (2.24 Billion) Class M planet and second inhabited planet of the Tellun system. Troyius was once at war with Elas until the NCC-1701, under Capt Kirk, helped make peace between them by transporting the Elas queen to the planet for her marriage to their ruler. It now ruled by the Matriarch. Epsilon Fornacis System (2.1 Billion) - Maluria : Class M planet near Regulus and Polarisa that is home to the reptilian Malurian race that’s still recovering after being nearly wiped out by the Nomad probe almost 140 years ago. The species was facing serious raiding problems until making contact with Polarisa. Beta Geminorum System (3.14 Billion) - Pollux IV: (47 Million) One of two Class M planets in the Pollux system. Unremarkable and uninhabited until 2267 when USS Enterprise visited the system. Formerly it was the home to a being who claimed to be the Greek god Apollo, whose temple ruins are now a cultural heritage site and tourist spot. - Pollux V: (3.1 Billion) One of the two Class M planets in the Pollux system. That it was devoid of any intelligent life was a mystery to the crew of the Enterprise until drawn away by Apollo to worship him on Pollux IV. After his departure it quickly became a large Federation colony due to it pristine condition and excellent terrain. Sigma Ceti System (200 Million) Sigma Ceti V: Class O planet and home to a deep sea mining colony. Epsilon Ceti System (6.3 Billion) - Risa: Class M planet and renown tourist spot for close to 300 years. It is the homeworld of the Risans, but is now home to many tourists trapped there by the detonation of the Dominion weapon. It’s currently a free trade zone and shared by Polarisa and Dydiman Protectorate. Beta Rigel System (3 Billion) - Rigel II: (72 Million) Class L planet with a extensive farming colony. - Rigel III: (230 Million) Class M planet and home to a large former Federation colony. - Rigel IV: (1.1 Billion) Class M planet and native world of the turtle like Rigellians. - Rigel V : (1.13 Billion) Class M planet covered in expansive deserts like Vulcan. It is home to the Rigelians. - Rigel VII: (470 million) Class M planet home to the Kaylar, a race of sentient humanoids much larger then humans who pride themselves on being warriors. - Rigel X: (68,000) Class P planet that’s home to a large trading post that pre-Omega was host to many species now trapped there. - Rigel XII: (120,000) Class K planet with minor deposits of Dilithium and a small mining colony. Alpha Leonis System (3.66 Billion) - Regulus II: (3.6 Billion) Class M planet and location of the Regulan Academy of Science. - Regulus V: (65 Million) Class M planet and home to the Regulan Eel-bird. Protectorates Lambda 2 Fornacis System (470 Million) Yridia IV: Class M planet and home to the Yridians, a race of devious and enterprising information brokers and smugglers. The planet is also well known for the Yridian Yak and the Rings of Paltriss which disappeared some time ago. Xi Geminorum System (1.1 Billion) - Alzirr: Class M planet that fell in civil chaos after Omega and broke into conflicting nation states. Recently has begun reunification efforts with Republic guidance. 81 Cancri System (810 Million) - Cancri III: Class M world that had fallen into a 30 year long era of anarchy and has only recently began steps toward recovery. Every five years each region (206 at present count) elects a Prefect or Governor. This body, known as the Prefect Assembly or just the Assembly, then acts as a lower house to purpose laws and bills and vote for 21 members to become to the Prefect Council. Due to a large amount of local polarizing radiation from the remains of the 4th planet it was named Polarisa. This same radiation made long range surveying difficult so a science vessel was called to investigate further. When the USS Venture arrived six years later it was found to have sizable deposits of Tritanium on Polarisa Prime and pockets of Dilithium in the Scattered Fields. Polarisa minor became the bread basket and the system grew from an outpost to important resource sector. This brought Klingon interests into the system which simmered for decades until the Federation made peace in the Khitomer accords. At that time Polarisa Minor voted to allow a Klingon colony on the then mostly uninhabited southern island continent as a sign of good faith. The Dominion would largely bypass them after destroying several of the outer moon colonies to stab directly at the Klingon Empire due to their radiation field masking their inner settlements. The subspace disaster isolated a minor but resource rich planet. In the interim they renamed several of the planets finding the original Federation designations a bit bland. Diplomatic Relations Dydiman Protectorate: Good Treaties: - Non-aggression pact (NAP) with Dydiman Protectorate Economy: Neo-socialist free market (The Government owns select parts of industry and infrastructure but it’s partially managed by outside private companies to encourage competition for the best products.) -GDP: 42.7 Trillion Credits -Products: Tritanium, Dilithium, Duranium, Grain, and Tritium (H3). -Unique: Polarisa is a hidden gold mine in Dilithium as rare naturally forming matrices caused Polaris IV to have a major tectonic shift that led to it exploding nearly five millennia ago. This same explosion has formed a natural barrier to ships running long range scans and communications. Military Being close to the Klingon Neutral Zone most of its life, Polarisa often had patrols running through the sector. With the Khitomer Accords and new warp technology eliminating the constant need for new dilithium its importance faded to local patrols for pirates and smugglers. The Klingon Empire had always considered the Tuj’chol colony on Polaris Minor an embarrassment to any warriors honor so only outcasts and the so called weak and feeble came. As they were still considered citizens of the Empire token forces would patrol the system. It was considered punishment duty as they would spend months doing nothing while the Federation thinned their blood with their pleasant talk and bland food. Thus an older model B’rel class cruiser was on station even though the Empire was engaged in glorious battle against the Dominion light years away, something that added resentment towards the colony. Unique List Technology Subspace Shielding: A joint venture with Dydiman Protectorate to protect ships for Subspace distortions and Isolytic weapons. Over the course of thirty years, many of the combat veterans of the Dominion war have either retired or passed away thus, leaving the RAN with few combat veterans in its ranks. This is a major problem for the RAAF especially with warp travel now operational. Historically, with the lack of warp travel, the Military has been mainly been used for disaster relief and other humanitarian missions. With little or no chance of attack, Defense Spending has always been a minor part of the Annual Budget. However with warp travel operational, the current government under Prime Minister Prescott has made the modernization and expansion of the RAAF its first and foremost priority. The belt stretches into an oval shape, passing into a medium-sized comet cloud full of minable ice particles and solid gasses. A number of small bases and outposts are stationed here. Due to the large amount of comets, traveling through the cloud is dangerous. The asteroids passing through the cloud occasionally knock a comet into the system, where the Junkers would intercept it and draw into their planet's orbit for mining. The Hellion Belt can be mined for Tritanium, H3, and Water. Government: Consociational state People: Humans, Cardassians, Near-Humans, the occasional Klingon, Vulcan, or Romulan. Leaders: Lord Vre, Outcast. History: Sometime during the first Federation-Klingon War, a small number of colonists were independently launched to the Tertius System, about month away from the to be Maquis's position in the Cardassian DMZ. The Colony Ship contained about six hundred settlers. Two hundred were dropped off to Tertius, a large lush M-Class Planet with what sensors could find were modest deposits of resources that would aid with their settling. A pair of Class L Arid Planets were found as well, though lacking in mine-able resources, two hundred more were settled onto them, with Matina being a large calm world covered with over ninety percent water and Cardamina being slightly arid with large plateaus and plains and very little water. The section that would be known as the Junkers took the majority of the Colony Ship's parts to build a city on Matina, a series of island-based towns and a number of floating cities. Tertius needed little help building it's own cities and flourished in the lush planet. Cardamina received the remaining parts from the colony ship and found that while arid, the majority of the planet was quite good for farming. In a few dozen generations, the systems were launching Warp-Capable Ships, quite happily forgotten the Federation and their wars and such. They maintained a modest fleet of old Steamrunners for protection, given to them by bargain from the Federation, who had apparently not forgotten them. These ships would prove to be disastrously useless in the coming wars. Cardamine was soon discovered by the Outcasts, who were shunned by the Federation for their heavy drug use. An Oberth-Class Research Vessel took it's time collecting data on the narcotic, before concluding that the colonists on Cardamina were lost to them and should be isolated to prevent the drug and their addled inhabitants from spreading. The Corsairs and Junkers protested this, but were ultimately unable to prevent the Federation from officially blockading one of their sister planets. Tensions arose as they threatened with force upon the Oberth and two frigates that were assigned to blockading Cardamina. The Steamrunners were no match for the frigates, what with their new and updated systems and weapons. What solved the situation was the immediate recalling of those warships to what would go down as the worst defeats in history; Wolf 359. While the Borg were destroyed, the citizens of the Tertius System declared independence from the Federation and refused to reconcile with them. The matter was dropped and forgotten what with more pressing matters, such as the Borg. During that year, dozens of alien refugees and wanderers settled on the planets, looking for a new life. Numerous disgruntled Klingons made their way to Tertius, looking for adventure, bringing with them a number of Klingon vessels. A large number of Ferengi dealt with the Junkers and the Outcasts in both Slave, Scrap, and Drug trades. Several years later, the Maquis came into power to battle the Cardassians. Intrigued, the Tertius lent their support by shipping weapons to the angry colonies. The Maquis's defeats caused them dismay as the Cardassians destroyed every single colony with their presence on it. Angry that the Federation did nothing to prevent it, they condemned them for their inaction. The Dominion War did not improve matters for them. Recognizing the former colony for what it was, a small Breen battlegroup entered, defeated their defense force, and occupied them. Their interest in Cardamine and apparent disinterest on actually occupying them actually warmed relations between them and the Dominion, whom they petitioned to join. The petition was never answered, though the Dominion did send some soldiers to possibly train them for war, the Breen decided that occupying the system was simply not worth it. Neutral relations with the Breen were sound, even as they bought a large shipment of Cardamine and left. During the Dominion War, Junkers scoured the battlefields looking for scrap. Several large warships were scraped together for proper warships. Mainly Federation and Klingon warships were scraped together with much difficulty. When the Dominion activated their final superweapon, many of Tertius were stranded in space, having been in mid-warp with cargo holds full of scrap and slaves. Luckily most of them were heading home, and were only about a few years away. Having lost contact with the Federation, riots and crime rates soared. The Drug trade with nearby systems increased tenfold. Piracy practically became a business overnight. Slave and weapons trade with nearby colonies were common. When whatever damage was done to the spatial rift was repaired, the Tertius's profits in Cardamine increased dozens over. Their formerly Non-Warp capable ships suddenly jumped high into overdrive, bring their trades into full drive, corrupting other systems quickly. Contact with former Federation systems told the the story of the fall of many large empires, resulting in a large number of squabbling systems. The Maquis had re-risen again and sought their assistance, which the newly renamed Syndicate happily supplied in bulk. With their hands in a free rein, the Syndicate quickly consolidated their power and prepared to force their way to being a top dog, by any means necessary. Their eyes are now on the variously weakened Orion Syndicate Cartels, each independent cartel weakened by the hardships of the rift's effects. Having defeated the nearest system and taken control of it, they expanded rapidly in their sector of the quadrant, pulling the nearby wealthy mining planet of Elora and a powerful Starbase near the border of what used to be Klingon space. Trade ties with other systems and bases boosted their stagnant economy greatly. Finding out they were bordering a similarly powerful entity, they renamed their syndicate to that of the Confederacy of Sovereign Systems. ----------------------- Subfactions: There are three main factions within the Confederacy, all of whom are defined for their roles in the nation. Corsair: The military arm of the Syndicate, they control most of the fleets and warships. They are trusted to defend the the Syndicate and their allies with honor and integrity. Corsairs rarely, if ever, smoke, inhale, or chew Cardamine as it grows poorly on their continent. Often noted for their ruthlessness, they are fearsome in combat. The Corsairs have a longstanding rivalry with the Outcasts. Cardissians, Humans, and Klingons make up the majority of the Corsairs. They make up 35% of the Confederacy. Outcasts: The traders and diplomats of the Confederacy, they were the first to discover Cardamine's narcotic usages. Being long lived, healthy, and consistently clever, they ship drugs, arms, and slaves around the Quadrant. Their source of longevity comes from the orange grass that grows everywhere on the planet, where properly distilled becomes a highly addictive narcotic. Eventually the Outcasts -- as they came to think of themselves -- began limited exploration of their system. As pilots wandered farther and farther afield in search of resources, many became seriously ill. Upon planetfall, the crews mysteriously recovered. Doctors were baffled. Research into this phenomenon brought out the unpleasant truth, the entire population of the planet were addicted to the drug. Trace amounts were present in everything on their planet, from the air they breathed to the water they drank. Once pilots made lengthier journeys away from Cardamia, their bodies went into shock, followed by death. They needed the Cardamine now, like air or food or water. But with the origin of the sickness solved, they could at least compensate by carrying supplies of Cardamine with them and resume their exploration of their surrounding systems. Near-Humans, Vulcans, Romulans, and the occasional Ferengi make up the majority of the Outcasts. The Outcasts remain relatively few in number; a crash in the birth rate seems to have been another side effect of their addiction. Thanks to this, they make up 20% of the Confederacy. Junkers: The last faction of the Confederacy aren't actually part of them. Where there’s junk, there are the Junkers. They’ve been around since the earliest days of the Warp Travel. Descended from the working classes, they developed within the local systems as a sort of necessary evil, handling the dirty work that no one else would. They do well salvaging valuable materials from the ever-increasing debris fields throughout the Quadrant, having done particularly well for themselves during the Dominion War. The group is made up of Humans, Near-Humans, Vulcans, and the occasional Ferengi, about 45% of the Confederacy. Resources: Scrap, weapons, slaves, narcotics, Tritanium. Cardamine: Cardamine is an addictive drug that is declared contraband by all the major powers. Cardamine is produced by the Outcasts, who reside within a continent on Cardamania. Upon colonizing the planet, the group on that continent discovered a strange Orange grass that completely covered the continent. They thought nothing of it, until Outcast pilots who left the system unexpectedly began experiencing withdrawal symptoms. Closer examination of the pilots' blood revealed that their need for the the strange orange grass now called Cardamine (pronounced Car-da-mine, not car-da-mean) had become permanent. The outcasts soon discovered, however, that the body did not build a tolerance for the drug, so they distilled the plant into a form that could be easily inhaled to prevent their pilots from crashing due to withdrawal. Many outcasts on bases can be seen wearing their distinctive Cardamine inhalers, constantly feeding them with their fix for the drug. Aside from being incredibly addictive, Cardamine does boast several benefits, such as increased stamina, stronger immune systems and a slight boost in healing. The main advantage is a dramatically extended lifespan, elderly outcasts easily push 150 years. Drawbacks include low birthrates, possibly due to the low egg/semen counts from prolonged usage. This has lead other groups to begin experimenting with the substance in an attempt to produce new longevity drugs. Outcasts have a more cynical view of the drug, using it to imprison various criminal groups to their supply lines and manipulate them to their own advantage. Nowadays, it is a restricted drug and only licensed dealers can give it out, whereas Outcasts are able to carry their own supply hassled. ----------------------- Military Thanks to the Junker's engineering skills, supplies of salvage, and large numbers; the Corsair's military backgrounds; and the Outcast's monies, the majority of the warships within the Confederacy are more often than not simply large hybrids and partially cannibalized ships. Many of the ships are of Klingon or Federation make, with swapping of weapons to increase each ship's versatility in the face of danger. Each member of the Confederacy each have their own militias, military doctrine, and types of training. Junkers manufacture or repair what weapons they can steal. The most common sidearms for the militias are Type-II Phasers and Particle Beam Rifles, and CRM 114s against armored vehicles. Designed by the Corsairs, they employ a large amount of armored vehicles, including a large tank with a Type-VI Phaser replacing it's turret. Some variants included maritime ships armed with similar weapons, including Phase Cannons and even torpedoes. Corsairs make heavy use of elite fighter squadrons and soldiers armed with pistols and even TR-116 rifles. For its size it has a high firepower rating and a moderate speed with a warp 4 cruise and warp 7.6 max. This is a escort/raider ship in fleets, system defense and boarder patrol ship, however unless present in numbers they are a minimal threat to anything larger than a cruiser. Its shields, based off those on the Saber class, are strong for the ships size, will only take a few hits from a modern Starship of Cruiser size or larger. |
