[HR] The Hokilmer Republic

Light Green to Black complexion. Skin marked by small, smooth scales. Humanoid appendages. Thin lipped with needle teeth. Large, close set eyes capable of independent focus. Clawed, three fingered hands with oversized thumbs. Vestigial fourth finger-spike. Two rows of short spines on back, retractable for heating/cooling. Very “sinewy” musculature, conducive to successive rapid movement. Arms appear oversized for torso. Hairless. Other Attributes: Regenerative ability for amputated limbs/organs Hokilmer populations are self-correcting for distribution of sexes Average Height: 1.9 Meters Average Weight: 80 Kilograms Reproduction Method: 1-3 Soft Eggs, 8 month gestation Political Structure: Government: One Party Federal Republic Executive: Two Consuls share executive authority, each with a second-in-command or Primate They serve 2 year terms. Should they be incapable of holding or executing their office, the appropriate Primate assumes the consulship for the balance of the term. Consuls are elected by a simple majority vote of planetary legislatures. Only Sector Governors are eligible to become Consuls. They are both executors of the Law and sovereign commanders of the military, but in practical terms defer War Council for day to day operations and planning. Judicial: High Court is the final arbiter of law. Justices on the High Court serve for life unless impeached by the consensus of the other two branches. Court system beneath them corresponds to levels of government, with courts at the sector, system and planetary level. Legislative Branch: Composed of the College of Directors and Popular Assembly. The College of Directors is a corporatist structure, representing the people by their professions and skills, and serves as a body of experts for the formation public policy. The Popular Assembly has the power to initiate legislation and is composed of a number of representatives based on sector wide elections and populations. Sessions of both houses are presided over by the Chancellor, who maintains order during legislative debate, and can abrogate legislative rules in order to expedite the legislative process. The Chancellor must be confirmed by all three branches, and cannot hold any other office or professional posting after leaving his position. He is assisted by the Assembly Whip, an appointed aid who must pass a similar vetting process, and is his chosen replacement. The Popular Assembly nominates individuals to the governorship of systems, and these nominations are confirmed or denied by College of Directors and Consulship. A similar process follows for Sector Governors, though by law multiple candidates must be vetted for a time of no less than one year before assuming their offices. Military Structure: The Defenders of the Republic acknowledge two divisions of the services. The highest officer of the army, the terrestrial branch, is the Lord Marshal. This branch contains regular army for fighting conventional ground conflicts, mobile infantry for special operations, marines for planetary invasions and ship defense, and tactical aerofighter wings for both tactical and theatre air support. The typical Hokilmer soldier is a mechanized infantrymen. His armor is layered composite/ablative for kinetic and beam protection, over an environmental bodyglove. Helmets are fully enclosed and powered for HUD and scanning functions. Armor is unpowered. Primary weapon is the electrochemical B67 Rifle, and specialized weapons exist at all tactical levels to fit a variety of challenges. He is either conscript or volunteer, and serves a single term of 12 years before leaving the service or re-enlisting. The highest officer of the navy is the Fleet Admiral. The navy commands all space based and ground based, anti-space defenses, as well as all fleet mobile units and interstellar logistics. Marine units are specially trained army formations seconded to fleet use for terms of six years. Together with the Lord Marshal, they and their General Staffs compose the War Council, the primary advisory and planning body of the Hokilmer government and military.
