For that to happen they'd need a naval air arm large enough to warrant a Nimitz.

On the one hand, I like the idea of Russia getting back a capability it let wither on the vine with the demise of the USSR - the Soviet Navy never really had a ship quite like the Mistral and similar foreign analogues, but it did have the Kiev class carriers and the Ivan Rogov class large landing ships.

However, I'm not convinced this is what Russia's Navy needs right now - I think that money is better spent keeping their domestic shipyards working and redeveloping their capability to produce ships quickly.

In particular, they need new blue-water surface combatants - by that I mean destroyers.

I agree with Leo on this. If they're buying French ships as a stopgap, that's fine. But longterm they should work on rebuilding their ability to provide for themselves.

Since only the first or maybe two ships are going to be build in France, and any subsequent one's are going to be build with licence in Russia, that is probably the idea, they have lost to many of their original craftsmen, engineers and highskilled workers by this stage, to *just* doing it themself from the bottom up, it would take to long and be to expensive, so better to buy top of the line material and get the license to build what you want, that way you get to build your whole infrastruture up on the cheap, it is in fact what each and every navy in the last 150 years have done when they wanted to upgrade quickly, rather than nationalistic (Russias original fleet was build up this way, likewise Japan's).

Does this mean that the Indians are going to have to wait even longer on their carrier if the Russian shipbuilding industry lost that much of their skilled workforce?

It is more that just about the only remaining millitary shipyard in Russia capable of making big ships is full up making carrier + the new cruisers, so there is really nothing left to make to make large (The Mistral class is larger than anything BUT the Carriers) warships, so they have to build the ability up again in a new spot, probably Batumi.
