Solar System SD Part 7

The last thread is close to 500 so start your posts here.

Basic Rules.

This is a SD taking place in 2281 (As of Part-7, it is March). This SD has been going on for approximately 2 years now.
The basic history is this.

Luna was the first place that Humans made a permanent base. Venus was the first real attempt at a colony with a real colony being built on Luna shortly after. To escape Earth oppression, people fled and formed the 3rd Colony at Uranus. After this point Jupiter and Mars were both eventually colonized. By 2150 most of the Colonies declared independence from Earth. A war raged on for 3 years and all the colonies that declared independence were able to hold that independence. In 2176 the final colonies decided to declare independence. Earth again went to war, the rest of the colonies came to their aide and Earth once again lost. There were constant skirmishes with Earth and war once again arose in 2248. Earth was soundly defeated and its military broken up. By 2279 Earth had again rebuilt its military and began an offensive.

The Inner System formed an alliance of sorts. Jupiter was at Luna and Earth attacked the Jupiter fleet and killed 53 million Luna citizens. The Inner System alliance forced Jupiter to leave. Luna is taken by Earth. Earth continues to threaten and begins movements on Venus. Mars holds a conference and many nations attend. An Alliance is formed to deal with Earth. Luna is sieged and the Alliance starts the liberation. Mercury saves Venus and begins annexation. The Rim nations start exerting their political influence. The UCE drops a colony on Earth then leaves the Alliance. The Alliance begins the final attack on Earth. The Alliance consisting of Saturn, Jupiter, the BSF, and Mars makes its final attack against Earth. However the Saturn Emperor Dies and the Saturn forces pull back. This leaves an outnumbered Alliance force being overwhelmed by Earth Defenders. Mars manages to pull off Operation Eros and drop an asteroid on Antarctica flooding coastal industries of Earth. The war ends.

A new era of Peace arrives, well not really. The Taresian’s arrive, an Alien race and make a pact of sorts with Jupiter. A meeting of sorts is conducted by the system to decide the fate of Sol. In this meeting the existence of another alien group, the Fekklar is discovered. Not many people take action. Then the Kuiper Axis declares war on the other Ort Body governments and the Fekklar come to their aid. Furthermore Saturn assists the Axis. Jupiter lends assistance to the other Ort Body governments indirectly. Saturn attacks a Uranus ally and Uranus attacks with Strategic weapons, Saturn retaliates. Both nations are now seriously hurting and Jupiter mediates a treaty between them. The war with the Axis dies down and the Fekklar are defeated in a critical battle near Uranus by Jupiter and Taresian forces. Tensions arise on Luna when the government strips power from the citizens. Jupiter and the BSF intervene and take partial control of the government. The Taresians make a choice to assist, but they further inflame things. The remaining government forces devastate the Jupiter fleet. This government is then over thrown by rebel Luna forces. The new government asks for mediation, but eventually expels all military forces from its territory when the Fekklar make another attack. The Fekklar launch a new weapon and utterly devastate most powers in the Solar System. Retaliatory strategic strikes are fired on the Axis which is reduced to ashes. The remnants of the Axis forces flee through a Jump Gate to Fekklar territory.

During this event contact has been made with a human colony on Vega. The Vesuvians make quick allies with the rest of humanity, and in fact have experience fighting the Fekklar. The Wayfarer project is also started in an attempt to map out the Galaxy. Towards the end of this and the Fekklar incursions Jupiter Station, at Jupiter, is destroyed by sabotage and over 47 million people are killed. The Taresians then made some other not well thought out actions and a Coalition of forces worked together to expel the Taresians from Sol. Then an assassination plot decapitates nearly half of the Jupiter Government. Earlier the Martian president was assassinated and the current government left the System Alliance and downsized the fleet.

Ok, that is the story so far.

Rules are. You interact with others. No power gamming. Be realistic with what you build, be reasonable with your stories and plots. No destroying other players governments without first talking with a mod AND the player in question.

That’s about it. The only other thing to know is this.

Silence created this SD, he is the final authority on everything. I am the Technical-Mod and all things technology/military wise must pass my approval (in other words if I say nothing, its good, if I say something, it will be in disapproval). This SD has been doing very well. It is possible one of you might be asked as a Mod in the future, so keep your hopes up. (Update) And the lottery winner is... HYPERION! Ok, Hyperion got added as the FTL technology mod. Hyperion will deal with all things Jump technology related and also a fair amount of alien technology levels. He also has general SD dispute mediating powers. Rank system is as follows: Silence, Alyeska, Hyperion. One thing with the mod stuff. If you disagree with one of the mods, don't go behind their back and try and convince another one. I trust Hyperion, and Silence trusts us both. We might not always agree, but we will respect each others decisions. Called unity of command.
(Update again) Ok, the mod rules have been streamlined. Because Silence is the creator, he is the ultimate mod. The buck stops with him. Silence is the General Mod, he can make decisions on anything and everything. Alyeska is the Military/Government/Political Mod. He makes decisions regarding how militaries act, the sizes and specifications of ships, ground forces, etc… He also has authority when it comes to governments, the sizes of the country, its resources, colony sizes, or political make up, he has authority. Hyperion is the Technology and FTL mod. He makes all decisions on technology and FTL. His rules govern the pace of technology development and the use of FTL drives. There is a small gray area between Hyperion and Alyeska. Alyeska deals with some new technology when it comes to ship building as well as new weapons development. Both Alyeska and Hyperion have authority in this area. Depending on the intention of the technology, it will fall into one of their domains. To simplify things, Alyeska has authority over weapons technology in its military applications while Hyperion has general authority over it. A weapon technology might fit Alyeska’s bill as acceptable for use on a warship, but Hyperion can rule that the weapon technology itself is unfeasible and unacceptable because of a series of problems with the technology.

Secret Action rules:
So new official rule of the game.

All secret projects and fleet buildups or whatever you want to keep secret and give a non-descript name in the SD must be sent to any one of the Mods so we know what the hell you are doing and we be able to keep track and overview so no power gaming or accidents occur that would lead to a situation that looks like power gaming.

If you have any questions about that, talk to Silence or Alyeska or Hyperion.


Military Mod rules:
Ok people, here are the ground rules for the space navies.

The space combat is an extension of modern naval combat. Missiles rule supreme as the long range weapon. Since missiles are so deadly, it is wise to have lots of AA on your ships. Sensors are light speed limited. (Update) With Tachyon technology discovered, sensors and communications can now move at FTL speeds. Weapons should not travel much faster then .4c unless utilizing Alien based technology, and fighters not much faster then .1c and only then they have to accelerate on full burn to reach that.

Spaceships should not have a weapon significantly more powerful then 200 KT, although Aliens can have weapons up to 400 KT. Your ranges are limited by fuel in the missile itself, they can target at excessive ranges when using Tachyon sensors, though much less range given Light Speed radar. Lasers while fast are going to be mid range weapons because they cannot correct for the range.

I don't want to see people using the argument "well since I got a small navy I get more advanced bigger more powerful faster stealthier with better sensors..." Do you think I want the "Crappy ship" advantage when you all play a game of one ups-men ship and outdo my ships? Try and be realistic, use my ships as a base line.

When you have VLS tubes, those better be mostly filled with anti fighter missiles because anti-fighter missiles are not super accurate against enemy missiles or fighters. It takes 2-6 missiles to shoot down enemy missiles.

There is no such thing as a tactical weapon that allows one ship of a class to destroy another ship of the same basic class in a single shot. So particle beams are not going to "shatter" enemy ships unless its a Battleship hitting a destroyer.

Jack of all trades, master of none. Mechs and mobile suits are inferior to tanks and fighter craft.

There are basic Shield/screen technologies. These systems effectively double the strength of a ship. So if a ship had a base strength of 100, it is now increased to 200. Some ships can be equipped with two such systems, but neither will operate at 100%. There is no weird technology like plasma swords. There are no fleet killing weapons EXCEPT for the strategic weapons, and use of strategic weapons invites retaliation (Strategic weapons are mid to high MT range).

Saturn, Jupiter, and Vega are the power countries. That means they got 1000-1500 ship navies, they got the strongest economies and industries. They for the most part have the best technology. There is no such thing as having a massive technology advantage over any of these countries. Your navy might be somewhat more advanced, but these guys can kick the crap out of you without sweating if it came to total war.

Medium sized countries include Venus, Mercury, and Uranus. They get 500-750 sized fleets, they have to be VERY careful about how they display their technology (no one ups-men ship crap)

Small countries include Neptune, Pluto, asteroid belt, and the ort cloud. You got small navies, but your likely to be involved in research so your allowed some small technology advantages.

Spaceships rely on their armor. Their acceleration is slower then fighters, bombers, and small transports. There is no such thing as artificial gravity, just magnetic boots and a required workout regimen to keep you in shape while in zero gravity.

(update) Anti-gravity technology is now being used and is rather common, if not exactly fully advanced. Gravity fluctuations are common and most anti-gravity it used to negate drive inertia, not make the ride comfortable for the crew. (Update again) Anti-gravity technology has been refined now. They make for relatively comfortable rides, though in combat the systems could fail. They are used in the larger space stations as well. Older ships still have lower quality systems. There are also some ships and smaller space stations that still use spinning systems for artificial gravity.

Fighters can carry the large missiles and bombs. Yep, that means a single bomber has enough firepower to tear a battleship a new asshole. That means if you go out without escort, your asking for it.

Ground technology is mostly up to the players. But think of Ground Control when you do your armies.

You can build 75-100 ships every real week if your a super power. 50-65 ships a week if your a medium power. 25-35 ships if your a low power, less then 25 if your really weak. However you can not maintain such building rates constantly, you have to have a break in the building every so often so your fleet doesn't increase in size. Now to simplify this to SD weeks. A super power can build 11-14 ships per SD week. A medium power can build 7-9 ships per SD week. A low power can build 4-5 ships per SD week. Now I left margins between the powers because people will drift between them. Now as to determining power status. A fleet of 1100 ships or more is super power status. A fleet of 500-900 is medium power status. A fleet of less then 300 ships is low power status. A fleet of less then 100 ships is minor power status.

Now things are different for Alien races. Their ships are more or less superior to Terran ships. An Alien super power has 800 or more ships. Medium power is 450-650 ships. A low power is 150-300 ships. A minor power has less then 75 ships. Alien build rates. Super power can build 8-10 ships per SD week. Medium power 5-7 ships per SD week. Low power 3-5 ships per SD week. Minor power can build 2-3 ships per SD week.

Now here is an important note. First, there will soon be a Mega Power rating, but I have yet to decide on that. Second, you can bump yourself up a level, maybe even 2 depending on circumstances. However you can only maintain such a rate for 6 SD months, then you must rest for 3 SD months at your normal rate. One other note, when you conduct increased shipbuilding, your economy and industry takes a minor hit UNLESS your economy and industry are geared towards war. Last note. Wartime economy and industry can build at a increased rate of production without temporary slow down, but their economy and industry takes a permanent hit during these times.
(Update): The Mega Power rating has now been assigned. Any nation with 2000 ships or more has reached this level. Shipbuilding for a Mega Power is as follows: 18-24 ships per SD week, 126-168 ships per real week. For aliens: 1600 ship fleet, 13-17 ships per SD week, 91-119 ships per real week.

Fleet Deployment chart: When it comes to standard fleet deployment, you can only actively deploy 30%-40% of at one time. If you have a fleet of 1000 ships that means you can only deploy 300 to 400 ships. The reason is because you have to keep most of your ships down for repairs, maintenance, crew rest, ship refits, crew training, and a variety of reasons. However you can put your navy into War Time Conditions in which you can actively deploy 66% of your fleet. This however has a negative impact on your naval support industry; your ships condition over time will worsen because they are not being repaired as often, etc… War Time Conditions can be implemented on your navy in non-war time situations, but the penalty is even more severe. Crew morale will drop like a rock and crew performance will steadily drop the longer you keep your fleet at that condition.

Reserve Fleet/Reserve Personnel: When you are constructing ships, you do not always have to put them into service or even train up their crews. You can build capital ships and place them immediately into a Reserve Fleet. This is a reserve status that you can place a number of capital ships so that they can be called up in emergency situations and augment your current fleet numbers. In order to crew a Reserve Fleet you also need to have Reserve sailors. In other words you need to have “national guard” like people who train a couple weeks out of the year and one or so weekend every month. These people will augment your normal fleet personnel and then you put both experienced and reserve personnel on both standard and reserve fleet ships. Reserve Fleet ships require very little maintenance or repairs because they are kept at an inactive state in special ship depots. However because they are not in active service, they require time to warm up. It takes approximately 1 week per every 100 ships to activate them from Reserve Fleet status to active duty. Now, you cannot use Reserve Fleet ships in your active fleet for long periods of time. You had to draw from your civilian populations to get the Naval Reserve officers and the longer they stay out of civilian life the more it hurts your economy and industry. You have added naval expenses, less economic and industrial capabilities, and fewer taxes then normal. Also if Naval Reserve personnel are used for extended periods of time in non-wartime situations, their morale and performance will drop quickly. One last notation to the Reserve Fleet. It can be no more then 50% the size of your active fleet. Unlike standard army units, a navy never operates all of its resources and calling up the serves like this isn’t mean to save your ass so much as increase your capabilities. However unlike your fleet deployment, you can deploy much more of your fleet reserve at times. In standard peace time situations you can deploy an equal number of Reserve ships to match your active ships. In war time situations in which you have deployed 66% of your fleet, you can deploy all of your Reserve Fleet. That almost doubles the size of your deployed navy.

I altered the ratings. Luna, well it depends on the size of your fleet. As for Vega, well it relies primarily on MASSIVE carriers, so that skews things. Then again, if you account that giving it a smaller fleet size, it means he builds fewer ships.

A dangerous double game...

The large council chamber on board Uranus Prime, the massive star-station that drifted in the outer atmospheric reaches of the gas giant Uranus, was dark, the few active viewscreens casting stark shadows against the gun-metal grey walls.

Within the chamber, only two seats were occupied - that of the President of the Association of Uranus, and that of the Chairperson of the Office of the Exterior, Chair Malcolm Hyatt. The older man's icy blue eyes were narrowed, the lines in his pale face pronounced in the half-light of the abandoned chamber.

Pablo Sanchez, President of the Association of Uranus, stared back impassively, before breaking the silence.

"Do we have any other options?"

Chair Hyatt shook his head. "The OBG and the Neptune-Toshiba-O'Reilly Corporation are both minor powers. The OBG has recently transmitted their application to join the System Coalition; I would suggest that we do as well."

Sanchez raised his eyebrows and sat back in his chair. "I would have thought joining the Coalition and making renewed contact with the Taresians would be mutually exclusive?"

Hyatt grinned. "Trust me. Renewed contact with the Taresians would never become public knowledge. Not until the time was right; not until we couild weather the storm unscathed."

"Is there no other way? I fear entering us into a double-game that we may eventually lose," responded the president.

"The OBG and the NTO cannot protect us. They are minor powers. The NTO isn't even a nation in its' own right, for Christ's sake! Pluto remains stubbornly isolationist, and the inner system powers ignore us. The OBG and the NTO have the benefit of being surrounded by allies. They don't have all the guns of the Xiong Imperial Dynasty trained on them!"

Sanchez extended both arms, palms down. "Okay, Malcolm - I understand your point! But if we join the System Coalition, surely they would be obliged to help us, were Imperial Saturn to attack?"

Hyatt sighed. "Saturn is already a part of the System Coalition. We'd be lucky to even be admitted. Besides...I'm sure they'd attack with impunity if we were a member, secure in the knowledge that they hold enough sway to prevent any counter-attack until it was too late for our nation. You saw the leaked plans - Saturn intends to hold Uranus before the year is out. Our people will not be safe until we can stand on our own two feet. We must be able to defend ourselves."

"The jumpgate -" began Sanchez, and again Malcolm cut him off.

"KEeping the Jumpgate in Uranus is the only drawcard we have to ensure that the NTO and the OBG will protect us...and even then, the OBG are so far away that they cannot hope to mount any kind of a rapid response. Our only other hope is reinforcement from Deneb, and their military is fledgling. By the time they have built up enough of a force to assist us in the event of an invasion, it may be too late."

Sanchez shook his head. "So we make a deal with the devil?" he asked quietly.

"The Taresians helped us at the ambush last year. If it wasn't for them, the Fekklar would have completely overrun Sigma Cordelius. Luna's xenophobia surpasses even that of the OBG. Surely we can give them a chance. They have what we need."

"And that is?"

"Power."

Sanchez slumped, placing his head in his hands, before lookinh up.

"Very well. Give the order. A diplomatic craft will be launched with the next round of FTL probes to disguise the launch. This is to be kept under the highest security. No one but you and I must know of this plan."

"Understood, my President."

Jupiter is proud to announce that after over 6 months of rebuilding, its economy and industry is finally repaired to the extent that it can start total rebuilding. Already 2 whole new fleets are already under construction. Furthermore "ground" has been broken on the construction of the new and improved Jupiter Station. Jupiter also promises that it will seek out Group-52 and the Fekklar, and annihilate them for the trouble they have caused.

Jupiter station is going to be rebuilt at 75% larger. There will also be 6 satelite stations built around in a spherical pattern. Last of all two seperate militar complex stations for fleet support will be built. This will give fleet support while keeping it safe from Jupiter Station itself.

It is estimated that it will take 12 weeks per fleet, a total of 24 weeks to build Jupiters two current fleets.

The Governor and Captain Samuel walked along the empty streets of the town. Soon it would be occupied by 100,000 lunans looking for something better than the life of a crowded city underneath a dome. The planet was quite beautiful, but Samuel was right, it was damn cold. Primus Centauris orbited between about where earth and Mars would be in sol, still habitable, just not as temperate. In summer the temp never rose above 60 degrees, and in the winter it would drop to minus 10 for the better part of 3 months. Right now it was in the middle of autumn.

"Has the town construction been completed?"

"For the most part, a well has been located, and we are beginning to get running water in the primary buildings, houses will come next, then any new developments."

"What about native food and water?"

"Water is no problem, the town buts up to a good sized river, with basic purification its just fine. Food on the other hand. Our crops have adapted well enough, the soil is decent, but we cant be sure until harvest. Hence the huge agro domes we had to use. We haven't found anything native yet except a few potato like things. Once you fry em in butter they're no problem. As far as animals, we'll we've only come across one. Think cow crossed with a lizard."

"How do you mean?"

"Big, shaped like a box, goes moo, green skin and a tail that can shatter ribs though heavy infantry powered combat armor that can beat up tanks for fun"
