Yes. Leon had a total of 6 SPECIAL in every stat so it resulted in a total bonus of 15.

You got your math wrong on the STR.

How does a total of 6 Special in every stat come out to 15?

Is there a level cap?

A 6 in INT gives +12 to medicine, repair, and science. A 6 LUK gives +3 to all skills. That's a total of +15.

I'm on the fence about the level cap.

Also Cloak&Dagger, Hard mode gives only 90 starter exp.
