In Cadence's version this is probably true, but Twilight's bastardized version is clearly mind-control.
It's the spell from Lesson Zero. Makes everypony view the enchanted object as irresistibly desirable and they want it right now! Might backfire with Twilight getting kidnapped, raped or simply mobbed by a crowd of ponies chasing after her.
Actually, yes we do. We have seen the 'Want-It Need It" spell in action, unless you forget Lesson Zero. It appears to be exactly what it says on the labeling.
TS was in the midst of a breakdown when she cast it and did admit to over doing things a mite afterwards, a properly cast spell might have much better fine control.
No, we know exactly what it does, we saw it in canon. It makes people obsessed with acquiring the target of the spell (convinces them they want it and need it). Now, that doesn't necessarily mean they automatically wish to sleep with the target (they might just want to grab Twilight and carry her around everywhere like they did the doll) but the dialogue implies it here. But it bothers me less than it might, since at least she's morally opposed to the idea, if for the wrong reasons and I've read quite a few stories with mildly psychotic protagonists.
I'd agree. It strikes me morally wrong, but not as much as it would otherwise. However, her implied thinking of using it means that the effect can perhaps differ from target to target of the spell. Perhaps if used on a Pony, it function like Love Poison? Thankfully, the caster seems immune. Or ponies like Trixie would be casting it on themselves only to accidentally look into a nearby mirror..... And once again, I question what exactly Twilight was being taught while she was Celestia's student? Is there a forbidden part of the Canterlot Archives with a gold engraved sign above a extremely comfortable beany bag chair with the words "Twilight's favorite spot for study of spells related to the warping and controlling of the minds of others!" or some such?

A lot of the spells Twilight learned are spells she learned by watching and copying other ponies.( Gem-Finder from Rarity, Force-field from Shining, Want-it-Need-it from Cadence, the "Failsafe" probably came from Celestia) Also, She does have lots of political power, she just isn't aware of it or doesn't care.

Most unicorns develop spells related to their special talent, but Twilight's special talent is "Magic"(symbolized as the Element of Magic itself surrounded by five white star which serve as metaphors of her friends,herr actual talent might be "The Magic of Friendship") so she has trouble developing her own spells and instead copies the spells of others. So yes, Pony!Sharingan, but it would be like not being able to learn any jutsu you didn't see with the Sharingan.
No, she doesn't have any trouble. Her personally invented spell list is in the twenties, at least, after all. She just likes studying other people's work and probably finds it easier to use something already invented than create her own, not because she's bad at the latter, but because that's true for nearly every field of endeavor. She learned Starswirl's time-travel spell with a few minutes of study, it probably took a lot longer to create.
It's never made explicit for the Boast Busters list. However, there are at least two spells she's created herself. One is the spell she cast on the Parasprites to stop them eating, which was clearly made up on-the-spot (hence it not quite accounting for all variables). The other is whatever spell she was casting to try and make Applebloom's Cutie Mark appear (this one not working can't be blamed on Twilight). I would be surprised if she had trouble creating her own spells.

No one ever said it was canon, just that the two definite instances of it happening didn't work perfectly.
Of course one of those was a rush job created under high stress and the other was messing with defining magical characteristics of the pony race in one afternoon. And as to 'no one ever said it was canon', depends on how you take Sydonai's idea, he/she/it isn't clear on whether he/she/it considers it canon or not. Yes, he/she/it is definitely the proper internet form of address for people you can't be sussed determining the gender of.
