    It has been nearly a week since the Battle of Endor. The deaths of Emperor Palpatine and his second in command Darth Vader are still being felt throughout the galaxy. While the rebels celebrate their incredible victory, the many Moffs and Grand Moffs are clambering over each other to seize the throne, seeing themselves alone as the only legitimate successor to it. As the Emperor did not name a successor, an even greater civil war is taking place within the Empire itself. It's own commanders and leaders fight each other now for the Throne in titanic battles with their vast armadas.

    While the Moffs fight it out in the Core, their sector's holdings remain under the management of the sub-sector Moffs; each with at least a dozen systems under their individual grips. Undoubtedly, your fellow Moffs may be thinking treasonous thoughts against your superiors and even planning traitorous movements against you! It is, perhaps, your duty to cleanse the filth from the sector and...establish a new order there. Perhaps it would be likely the good Moff would get himself killed and leave only yourself in control of his holdings...yes, that seems best...

    You begin your story as a Moff of a subsector within the myriad of Sectors in the Outer Rim.

    First, read the Rules and establish an OOB for your Moff. Include his or her or it's first and last name with the title of Moff in the front. Include a backstory of how he achieved his position and a plan for the future.

    The Rules also include a set of traits to take. The general rule is two per category and a mandatory set of two negatives. You may add an additional positive for two negatives. Apply those traits to your story, they cannot be changed upon approval unless through specific conditions and circumstances within IC.

    Choose a sector less than 2500 lightyears all around, you may establish a subsector within one of the larger sectors if you wish. Research that sector here to determine the number of worlds you own and thus the points you start with.

    Upon determining the total amount of income, you may begin filling out your navy. Take one fourth of your total income and use the Shiplist to determine the makeup of your fleet.

    You cannot exceed more than that twenty-five percent of your income IC, this is to prevent this game from becoming a numbers game and from overbuilding.

    An old man with a receding line of pepper to silver hair, a mustache and beard. Appears similar to actor José Ferrer in his later years.

    The most recognizable of the old man’s characteristics are the wounds he acquired during his time as a ground forces commander during his time as an operative for the Senate Bureau of Intelligence: His left eye and left arm had both been torn free. He rarely wears his prosthetics, typically leaving his uniform sleeve pinned up to the shoulder and an adhesive-fastened eyepatch over his empty socket. Neither prosthetic is made to resemble human anatomy in the slightest, made with practicality in mind over aesthetics.

    Behind this stern facade is a wellspring of infinite sarcasm and more mirth than a man should have after a lifetime of dirty pool.

    Backstory:

    Moff Arklan is an oddity for an Imperial Moff. Born on Adarlon, he served in various civil posts within the Minos Cluster with distinction and a surprisingly small amount of corruption. He rose quietly in his postings until one day, to the surprise of many people (himself foremost among them) he found himself as the Moff of the cluster. Being a fairly unambitious being, he managed to stand out quite well among the ambitious and often insane Mofflings of the Empire. He was thus a common target of political bullying. He proved, however, that he was quite able to hit back. The Cluster was the source of a great many luxuries that he could exert control upon, essentially a stranglehold on the pleasures of his fellow Moffs. His easygoing manner led to no small amount of corruption in his government which he allowed to simmer at an steady rate, mostly exerting his troops against pirates and other criminals who could not blend in with society so well. His personal forces, however, are veterans of police actions and infiltrations of pirate and slaver gangs, and have gained a deadly nature.

    When the Rebellion set in, Moff Arklan found himself dealing with the fact that in all likelihood there were more Rebels in his sector than there were actual loyal citizenry. He acted quietly to reduce public executions and beatings, and found his sector, instead of being overthrown, developing a reputation as a place where the Empire wouldn't look too closely for Rebels. This equilibrium held until a short time ago, when everything proceeded to go to hell. Moff Arklan now was forced to act quickly, abolishing the more overtly evil policies of the Empire, scaling back the embargo on the planet of Karideph, and making overtures to several nearby Moffs and, to his great fortune, the leader of the largest local Rebel cell, who agreed to leave him in relative peace until the newly christened New Republic had finished with the rest of the galaxy.

    The future, however, seems bleak. With the advent of the Rebellion and the slow collapse of sanity within the Empire, Moff Arklan has his hands full. Unfortunately, however, it seems likely that his efforts will be somewhat taken up with the strange, blood-soaked lab that was discovered several days ago on the prison planet of Gesaril, filled with several badly burned corpses that genetic testing proved to be wanted criminals or high-ranking Imperial scientists. Not only will he need to find out how it was hidden, but what it contained, before the Cluster, or even the galaxy, is threatened with doom.

    Sector of Rule: Minos

    Traits:

    Military:
    Elite Training: Ground Stealth: Moff Arklan's personal troops are veterans of unorthodox combat against pirate gangs and overambitious crime lords. They're closer in doctrine to Rebels than stormtroopers, not that they would ever admit it.
    Turtle: The Minos Cluster is very, very used to raids and pirate attacks. It still manages to produce significant wealth. Thus, they're very good at defending themselves.

    Ships and Combat:
    Boneyards: Some ships just end up there, floating away. Others are dumped by their owners at the end of the trade route. Still more are decommissioned from various ancient wars. Either way, there are a lot of ships in the Shesharile system.
    Prototype Tests: Let me tell you a story. Once upon a time, an Empire collapsed into chaos. A rebellion sprouted. The galaxy was going mad. And so a desperate lord of a cluster of planets made an extremely expensive bargain with certain questionable personages. If it was worth it, only time would tell.

    Rule and Politics:
    Reformer: Moff Arklan isn't all that evil. He simply doesn't have the backbone or the need to be anything beyond mildly corrupt at most. And frankly, he can see that continuing standard policy, lax as it was, would probably get him assassinated.
    Allies: Moff Arklan is a provider of a great many luxury goods and other services. This bought him time to talk, and by the time he was finished he was indispensable to several neighboring Moffs for reasons that only involved a small amount of blackmail. It should also be noted that he has engaged occasionally in clandestine negotiations with pirates and rebels, though their vices are more unreliable and it is unlikely that they will actually assist him in any serious military operation.

    General:
    Nexus: Adarlon is a center of trade, the originator of the entire holoentertainment industry, and has a lot of brothels.
    Lucky: Moff Arklan is in his current position by the graces of no small amount of luck. How much this will help him in the future remains to be seen.
    Like a Neimoidian: Seriously, the man is damned good with the money.

    Negative:
    Disfavoured: Arklan may be essential, but he is also a reformer and an easily bullied target. That he only responds to such things by cutting off certain luxuries without warning just makes him even more disliked.
    Rebel Infiltrators: The Minos Cluster has been a hideout for Rebels since the start. Reformist policies or not, Arklan is still Imperial, and thus an enemy.
    Criminal Rich Environment: Pirates and crime lords infest this rich region.
    Corrupt Administration: Arklan allowed a certain amount of corruption to build up in the past. It...may have gotten a bit out of control. At least his personal forces are more or less loyal.
    Backstabber: Well, someone has to have funded that lab.
    Dangerous Experiment: Abandoned illegal lab, check. Horribly deceased staff made up almost entirely out of renegade scientists too evil for Palpatine, check. Trail of terror spreading throughout the sector in a methodical search pattern? Close enough.

    I was looking for a sector that looked like a good defensible position while still being somewhat isolated. My two previous choices however were too large and I didn't want to split the sector.

    I'm looking at the Tragan sector now because it seems safer.

    Name: Hevron Stass
    Age: 43
    Planet of Birth: Breshig
    Backstory:

    Hevron Stass, born in the Lahara Sector in 38 BBYwhere he led an uneventfull life until coming off age to join the military forces as a naval officer in training some time after the start of the war between the Galactic Republic and the Confederacy of Independant Systems.

    Enrolled in the Galactic Republics Academy for training and education like many other cadets he got rushed threw the training and teachings to be brought towards the frontline to replace the many losses this conflict was creating. As such he was aboard an Arquitens-Class light cruiser.
    Within seven months he already was second in command aboard a Venator and would finish the Clone Wars with his own command.

    In 16 BBY Hevron Stass was enrolled into an Imperial Naval Academy for further training before getting deployed to the Venaarian Sector in the Mid Rim where he met his future wife Kathrine Fornade whom he married in 14 BBY before getting redeployed a year later towards the outer rim, namely the Kwymar Sector, due to repeated conflicts with the local Moff.

    Having learned from this experiance captain Stass kept his opinions of the True Way and how it seemed to be interpreted and abused for himself while quickly becoming popular within the new sector due to his efficiency and rather neutral attitude. By 2 ABY he was the second in command for the sector when his predecessor got assassinated by a Rebel command force allowing him to claim the place of new Moff while starting to reform the way his sector would be ruled.

    With an entire sector under his command and a resurgent of rebel forces he started to restructure the forces into a more effective combat unit. Behind the scenes he started to get rid some of the more oppressing rules while working against COMPNOR and the ISB in secret to reduce their chokehold which was slowly but surely removing this sector from the imperial sphere of influence.

    Being aged 43 with the death of the emperor he is 168cm tall with dark hair and a full beard and married to Kathrine Stass with two daughters and a single son, though he keeps his family as far away from his job as he can.

    Military:
    • Elite Training: Art of War
    • -For Hevron it is important that his forces have adequate training and enough common sense to use it just like the capability to actually hit a target. Even more so with no more endless supply available with the new situation.

    • -Moff Stass had always excelled in playing a defensive game and also emphasises local knowledge of any area.
    Ship and Combat:
    • Enhanced Starships: Accuracy
    • Especially due to the strong use of Snub fighters by the Rebels the crews of any ship under
    • "Nice shot with the Deathstar laser. Too bad you missed that planet."
    • -Stass get rigorous training to hit their marks. Not only are they far more deadly against smaller vessels but can concentrate their fire more effectively and pick of important systems.
    • Enhanced Starships: Shields
    • -Moff Hevron Stass always had a simply saying by which he went: "Dead people don´t learn." As such improving the capability of his ships to stay alive has always been one of the things on the top of his list.
    • Enhanced Starships: Shields
    • -"What do you mean we didn´t even scratch it?" Last words of Green Flight lead after having done a classic rebel breakout attempt against an Immobilizer with snubfighters.
    Rule & Politics:
    • United as One
    • -Thanks to his rather open nature and constant rebel attacks and sabotage acts that had also hurt the civilian population it had been easy for Stass to bring the local population behind him. Though he also managed to surround himself with a competent staff that has no intention of working against him.
    • (slow) Reformer
    • -Even though most reforms are drawn up and ready to be done most are being kept back and in secret so far. Right now Moff Stass is waiting for the best moment to implement these reforms.
    General:
    • Determined
    • -The population of the Kwymar Sector never had it easy and is used to difficult or hopeless situations.
    • Like a Neimodian
    • -Being located on the Hydian way Hevron had more than enough time to also learn about the inner workings of industry and has managed to get lucrative contracts for his sector as well as various larger projects on the worlds under his controll.
    Negative:
    • Front Line Target
    • -The Kwymer Sector has been a rebel target for a long time and so far there has been no indication of this changing and there have been other Moffs taking interested looks.

    • -Moff Stass knows who is rolling the dice and where to stand in the current situation, as such he decided that listening to Grand Admiral Zsinji would be a good idea, for as long as he has to.
    • ISB-COMPNOR Activity
    • -Sadly the more adept people in the ISB and COMPNOR had seen the crackdown coming and were able to go into hiding.
    • Rebel Infiltrators
    • -There has been more than one cell created within the Kwymar Sector and they have so far been able to evade detection, on the other hand operating for them is just as dangerous with the local populations clearly against them.

    I'm considering playing, but evil isn't really my style. I end up being to kind and benevolent. Also, some of the rules are confusing. For instance:

    How do we calculate Credits?
    Due to the less than complete knowledge of the galaxy how do we come up with planets? There are entire sectors without any planet names.

    Also, it isn't necessary to have one, as it often makes you a major player suddenly. So unless you're taking a particularly rich sector, you've taken Front Line Target, or near enough to one, even if you don't have that trait.

    Credits are merely fluff. What matters are the points. They're mostly there to provide a perspective on how much things cost in comparison to others.

    And you have to be evil. It isn't required. Its just usually harder and more detrimental to ones health in the longrun. :p

    If there is silence, it often means no. And there are obvious reasons you shouldn't take that subsector.

    Playing a reformer and siding with the Alliance is allowed. Moffs are not necessarily evil.
    Take a sector in wookiepedia and pull up all the planets listed in different tabs. Same goes for space stations or even colonized asteroids. Anything that in any ways looks like somebody might live there gets some number of points.

    City World- 600 pts. Places like Eriadu, there is massive levels of urbanization and industrialization. If it has more than say ten billion, count it as this.
    Major----- 400 pts. Half a billion or more or major noted economical importance. Wookiepedia tends to undercount the population of everything, even Coruscant.
    Average--- 200 pts. Default. If nothing is written down regarding to what the planet is like other than that it is probably populated, this is it.
    Minor----- 100 pts. Small agrarian locations or particularly rich mining colonies.
    Colony---- 50 pts. Space stations, dinky asteroid settlements, planets with a few hut dwelling savages.
    I brought up the problem to Tabi myself and it comes down to 'pick another sector'.

    I imagine a lot of them are currently racing to the core to fight over the throne.

    But, yeah, some individuals [cough]Zsinj[/cough] aren't going aaaaanywhere.

    I ask because they took up alot of space so where you could be gets limited rather quickly.
    Eriadu, Telos, both are part of a warlord's claim already. Zsinj has Taris who I got my eye on as a city world.

    Just because Dark Troopers were created there doesn't mean you'll automatically get them. You may have to fight for the technical data, since you won't be the only minor Moff in the sector.
