Will we get to see Alex eat the mayor?! The reason I'm asking is because Alex will certainly not like it when he finds out that old man Willkins has been sacrificing babies every couple of decades!
Depending on when Alex meets the mayor, he might not be able to. Remember, the mayor became literally indestructible in the runup to his ascension (only to lose that indestructibility upon actually ascending). A vampire quite literally cut him in half and the two parts just came back together again. The mayor was quite convinced that there was nothing which could hurt him in that state. In fact, that was the whole reason they had to EXPLODE him after he ascended. They wouldn't have gone through all that shit if there had been any reasonable chance of taking him out before that.
Doesn't mean Alex can't try. Or that the attempt won't seriously inconvenience the mayor. Being digested/absorbed into a viral hivemind-thing is a lot harder to regenerate out of than getting cut in half.
Going back to the "saving Willow from a vampire" snippet, I'd recommend that you replace homework assignment with something more specific.
Eh, I think the addition of reminding Willow to do her homework is good enough. What can/may be added though is Willow resisting at first, still wanting to go find Buffy and mutters something suitably rebellious behind Mercer's back. He turns and casually remarks that there's a nice PhD level genetics/molecular biology assignment that he can give to make Willow very busy until she graduates...and he's very much willing to impose that on her, in addition to her normal homework assignments. Oh, and add one unhinged grin for additional seasoning.:drevil:

Is Alex trying to create sapient creatures? If so, I fully support this notion, as long as Mercer realizes consequences of doing it. And follows the rule saying "if the thing is smart enough to ask you not to kill it, you don't have the right to kill it". This may, however, lead to the birth of the first tyranid hive-fleet (and didn't Starcraft come out right around that time? I would bet a lot, that there are people at school playing it on school computers), but Alex does need an edge. On Earth the edge is the Mayor's office (it is far harder to dispose of a mayor than it is to dispose of a random scientist), above Earth it is titan base. Or something. Just a thought.
Didn't stop him from killing multitudes of humans. Mercer's not a pacifist. REALLY not a pacifist. Quite frankly, he won't really be stopped by moral quandaries regarding killing. EDIT: The command seemed clear enough to me.
He'll probably either need to sufficiently upgrade hunter intelligence in order for them to interpret his orders or get him (and them) a telepathy (demonic) upgrade so he would be able to send more info on telepathic channel and they would be able to read his intentions.
